What you will be doing: Are you someone who is passionate about the safety and well-being of adult and juvenile Alaskans receiving residential treatment services? The Division of Behavioral Health is seeking a dynamic individual to join our collaborative and supportive team as a Health Program Manager 2. In this role, you will directly manage Behavioral Health Residential Child Care Facilities (RCCFs) and Adult Mental Health Residential (AMHR) programs. You will oversee licensing investigations into reports of alleged harm, licensure noncompliance, and other violations to help ensure safe, high-quality care for vulnerable children and adults. You will work closely with dedicated colleagues and leadership, engage with local, state, and federal partners, and provide training, technical assistance, and regulatory guidance to RCCFs and AMHR program staff. Requirements

• Possess the following position-specific competencies: Program Oversight, Project Management.
• Knowledge of Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
• Knowledge of Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (e.g., facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material and information that is appropriate for the intended audience.
• Knowledge of Community Dimensions of Practice: Distinguishes the roles and responsibilities of governmental and non-governmental organizations in providing programs and services to improve the health of a community.
• Knowledge of Partnering: Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
• Knowledge of Public Health: Applies knowledge of the concepts, principles, theories, methods, and tools associated with protecting and improving the health of people and their communities, including promoting healthy lifestyles, researching disease and injury prevention, and detecting, preventing, and responding to infectious diseases.
• A Bachelor's degree from an accredited college in biological, health, or behavioral science; health practice; education; public, healthcare, or business administration; or a closely related field; AND/OR Progressively responsible professional experience performing health program planning, development, coordination, evaluation, or implementation; providing technical health care assistance and consultation; conducting health care utilization or quality assurance examinations; and/or delivering health care.
• A Valid and Current Alaskan Driver's License is required at the time of appointment.
• Must be an Alaskan Resident.

• Program Oversight: Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
• Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
