About The Position

The HCBS Operations Resource Specialist provides administrative and operational support to Arizona State HCBS Leadership teams for Home and Community Based Programs. The role supports onboarding coordination, compliance tracking, documentation management, reporting, systems assistance, and operational follow-through. It is based in Mesa, Arizona, is full-time, and has a day shift with limited or occasional travel. RISE is a human services network established in 1987 to support people moving from institutions into family settings. Its services have expanded to support children, adults, and families through residential settings, day programs, employment assistance, managed care, and home and community based services across multiple states. RISE’s mission is to create opportunities for the people it serves, their families, and direct care employees.

Requirements

High school diploma or GED.
At least two years of combined experience working in a related field.
Must be at least 18 years of age.
Must pass a background clearance.
Verbal and written communication skills adequate for the job.
Bilingual ability is required to meet specific program needs.
Able to work independently with minimal supervision.
Ability to work flexible hours.
Proficiency in Excel.
Ability to adapt quickly to new or changing software applications.
Experience mentoring and training staff in the use of software systems or applications.
Ability to complete documentation required by state and company requirements.
Ability to manage multiple work assignments.
Meet RISE vehicle insurance agency requirements if required to drive a RISE vehicle.

Responsibilities

Provide administrative and operational support to Arizona State HCBS Leadership teams for Home and Community Based Programs.
Coordinate new-hire onboarding documentation, training requirements, communications, scheduling, and system access requests.
Answer and direct the Arizona Residential main phone line professionally and promptly.
Track employee trainings, certifications, and compliance requirements.
Coordinate administrative follow-up for personnel documentation, operational reports, and departmental requests.
Assist employees with navigating and using RISE software systems and applications.
Compile, maintain, and distribute operational dashboards, reports, summaries, and tracking tools; escalate missing documentation, compliance concerns, and follow-up items to appropriate leadership teams.
Maintain organized operational, onboarding, licensing, and compliance documentation.
Assist with payroll review and administrative follow-up.
Support preparation for audits, licensing reviews, surveys, and operational compliance initiatives.
Coordinate communication and follow-up between departments, leadership teams, and operational programs.
Schedule meetings, assist with project coordination, and follow up on assigned operational tasks and initiatives.
Maintain professionalism, confidentiality, and positive working relationships.
Attend required meetings, trainings, and organizational events as assigned.
Collaborate with Human Resources, Quality Assurance, Recruitment, the Executive Assistant, and Arizona HCBS Operational Leadership to support organizational and operational needs.
Perform other duties as assigned by the supervisor.
