We are currently seeking a Grants Management Specialist to work remotely for the National Institutes of Health in Bethesda, MD. The National Institute of General Medical Sciences (NIGMS) Grants Administration Branch (GAB) seeks two (2) Grants Management Specialists (GMS) to support the full lifecycle of its grant programs. NIGMS administers a large and complex portfolio of research grants that demand oversight, timely processing, and adherence to policies established by the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS). GAB is responsible for ensuring that grant programs are managed efficiently and in compliance with applicable federal regulations and standard operating procedures (SOPs), including coordinating pre-award and post-award activities, maintaining accurate grant records, and serving as a point of contact for program staff and grantee institutions. As grant volumes and regulatory requirements continue to grow, additional specialized support is needed to maintain the quality and timeliness of these functions. This Statement of Work establishes the scope, tasks, and deliverables for two (2) FTE contractor GMS who will provide comprehensive grants management support to GAB, assisting internal NIGMS staff and collaborating with external partners, including authorized business officials at grantee institutions, to ensure grant-related activities are processed accurately and in accordance with NIH, NIGMS, and HHS policies.

Requirements

  • Must hold a bachelor's degree.
  • Must have relevant skills in grants management and MS Office.
  • Must have strong communication skills, both oral and written as well as excellent analytical, organizational and time management skills.
  • Tasks will be performed in accordance with NIH, NIGMS, and HHS policies and procedures.
  • Collaboration with NIGMS staff is required for successful task completion.
  • Must be a US Citizen or Green Card Holder

Responsibilities

  • Assist staff to manage, coordinate, develop and maintain annual grant portfolios, provide administrative support for the Grants Management Branch for the review of grant applications, and resolve a wide variety of problems and situations pertaining to the grant functions.
  • Assist staff review of annual grant progress reports and new grants for conformity to Institute policy, compliance with Federal regulations, and consistency with Standard Operating Procedures (SOP).
  • Provide advice, assist staff, interpret and prepare guidance, interpretation and guidance on statutes, regulations, policies, and procedures as they relate to the award grant program in general and as related to individual awards.
  • Perform specialized tasks and ongoing responsibilities in support of grant programs, projects, reporting and stakeholder engagement.
  • Stay abreast of current NIH and NIGMS grants policies and processes; attend team and branch meetings to maintain policy and procedures knowledge.
  • Assist staff with grant review and evaluate competing and non-competing grant applications for accuracy and completeness and policy and regulatory compliance; Report issues when needed.
  • Draft correspondence to address any administrative or management issues related to grant applications.
  • Initiate correspondence to grantee institutions regarding grant-related questions and problems, clarification of policy and procedures, or requests for additional information.
  • Communicate with appropriate Program Officer and Grantee Sponsored Research Administrator when questions arise.
  • Apprise staff of issues and problems that could cause grant awards to be late or delayed.
  • Respond to inquiries concerning grants management policies and procedures, status of individual awards, on a one-on-one basis.
  • Maintain official grant file(s), prepare electronic documents and upload images directly into the appropriate IMPAC II grant folder file groups.
  • Create or edit documents such as spreadsheets, correspondence, template forms, terms package and reports.
  • Pull and analyze data from existing systems to monitor grant workloads.
  • Collaborate with staff to use guidelines and policies for specific situations utilizing NIGMS, NIH and HHS grants administration sources.
  • Provide advice to program staff, applicants and grantees on administrative and business management issues.
  • Interpret and apply business management policies, procedures and practices to grants-created situations.
  • Work with staff on pre- and post-award activities, including the preparation of grant awards.
  • Collect and assemble documentation on grant applications that have been selected for funding for review and approval.
  • Conduct administrative and financial review of grant applications.
  • Prepare budgets for award in spreadsheet workbook, analyzing requested amounts based on allowability, allocability and reasonableness.
  • Resolve grant-related issues, working with scientific and administrative personnel and with similar staff of grantee organizations.
