About The Position

Texas CASA (Court Appointed Special Advocates) is part of a national volunteer movement that began in 1977 in Seattle when a juvenile court judge conceived the idea of citizen volunteers speaking up for the best interests of children who are in foster care due to allegations of abuse or neglect. Today, the CASA movement has evolved into one of the largest volunteer organizations in the country. Judges appoint CASA volunteers to advocate for children in court, school and other settings with the goal of reuniting children with their families. Collectively, the local CASA programs in Texas serve the majority of Texas’ 254 counties. As integral members of their respective communities, they recruit, train, supervise and support court-appointed volunteers to advocate for the best interest of children. Local programs also coordinate and collaborate with other service providers who share the mission of supporting Texas families. Established in 1989, Texas CASA is the statewide membership association for all local CASA programs. In this role, we support the CASA network by serving as the administrator of state and federal funds, setting and monitoring standards, providing training, leading a statewide volunteer recruitment campaign, advocating for public policy and more. Texas CASA is committed to partnering with statewide stakeholders and the CASA network to elevate best practices when working with children and families. Texas CASA is a registered 501(c)(3) organization with a mission to support local CASA programs with training, community awareness, resources and public policy to make a positive difference in the lives of children and families in Texas. POSITION SUMMARY: The Grants Management Specialist is responsible for the administration and oversight of the Victim of Crime Act (VOCA) grant program, including the timely and compliant distribution of grant funds to 74 local CASA programs across Texas. This position manages the day-to-day grant administration process in accordance with federal, state, and Texas CASA requirements; monitors program and financial compliance; reviews and processes grant-related documentation and reimbursement requests; and supports accurate and timely disbursement of funds. As a member of Texas CASA’s Grants Department, the Grants Management Specialist also serves as a resource to local CASA programs by providing technical assistance, guidance, and support related to grant requirements, budgets, expenditures, reporting, and compliance. The position works collaboratively with local programs and internal staff to help ensure grant funds are administered effectively and in a manner that supports the sustainability and success of CASA programs throughout Texas.

Requirements

• College Degree and/or equivalent experience in accounting, finance, business administration or non-profit management.
• Five or more years of grants management experience including knowledge and understanding of grant regulations, in particular Uniform Guidance and TxGMS.
• Experience in working with non-profit organizations.
• Must pass background check.

• Experience administering grants or supporting various stages of the grant lifecycle, including application, award, budget management, reporting, reimbursement, monitoring, and closeout.
• Proficiency in Microsoft Office, particularly Excel, Word, Outlook, and the ability to learn and effectively use grant management and financial systems.
• Knowledge of grant budgeting, financial management, allowable costs, reimbursement processes, and expenditure monitoring.
• Knowledge of federal grant requirements and regulations, including the ability to interpret and apply applicable grant guidance and contractual requirements.
• Understanding of the grant lifecycle, including application, award, budget management, reporting, reimbursement, monitoring, and closeout.
• Ability to review and analyze financial and programmatic documentation for accuracy, completeness, compliance, and consistency with approved budgets.
• Strong attention to detail and the ability to identify discrepancies, missing documentation, and potential compliance concerns.
• Ability to manage multiple grants, deadlines, priorities, and projects simultaneously while maintaining accuracy and organization.
• Strong analytical and problem-solving skills, with the ability to research requirements, evaluate information, and make sound recommendations.
• Ability to work independently while also collaborating effectively as part of a team.
• Willingness and openness to learning and growing in a member-focused service environment.

Responsibilities

• Manage annual application processes for pass-through grants.
• Review and approves local program budgets for eligibility according to each fund source’s guidelines.
• Prepare and distribute local program grant contracts and documents and collect signed copies.
• Process monthly Requests for Reimbursements (RFRs) submitted by local CASA programs.
• Review and prepare local program grant adjustment requests for approval.
• Prepare and submit reimbursement spreadsheets for VOCA grant to Director of Finance for monthly payments.
• Provide daily operational and technical assistance to the local CASA programs regarding all grant related issues (RFRs, applications, budget adjustments, etc.).
• Process and Prepare quarterly VOCA grant statistical reporting from all local CASA programs.
• Manage the VOCA Non-Urban competitive grant process.
• Maintain electronic filing system for local CASA programs including grant contracts, amendments, applications, reimbursement documentation, and correspondence.
• Develop and prepare grant reports and spreadsheets as required or requested by funding agency or Grants Management Director.
• Monitor and provide updated grant forms for the Texas CASA website.
• Assist in the development and presentation of annual grant related training to local CASA programs.
• Assist local programs in working with SalesForce, the online data manager, and Texas CASA website.
• Work with other Texas CASA teams to provide relevant administrative information to local programs.
• Analyze current processes and procedures and make recommendations to improve efficiencies and quality of services and programs.
• Provide and ensure high customer relations in dealing with fellow staff, the CASA network, and Texas CASA funders.
• Assist with internal control evaluations for local CASA programs.
• Assist with the Texas CASA conference as needed.
