About The Position

The Division of Emergency Management is hiring a Grants Administrator that implements and oversees approved financial agreements with subrecipients for the provision of program services and, or, develops and reviews grant applications. Monitors compliance with grant agreement guidelines.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Four years of research or administrative experience.
  • A master's degree will substitute for one year of the required experience.
  • Research, administrative, or clerical experience will substitute for the required education on a year for year basis.

Responsibilities

  • Responsible for accounts payable functions related to grant-funded programs.
  • Ensures financial transactions with subrecipient and vendor are processed accurately and timely in compliance with state, federal program specific guidelines.
  • Monitors and reconcile expenditures.
  • Validates documentation.
  • Collaborates with internal, external stakeholders and maintaining detailed records for audits and reporting.
  • Reviews, verifies, processes invoices, payment requests from subrecipients and contractors funded by federal, state grants.
  • Ensures expenditures are allowable, allocable, properly supported with documentation in accordance with grant agreements and applicable regulations.
  • Monitors expenditures for assigned grants and subawards to ensure compliance with approved budgets, grant terms and Uniform Guidance (2 CFR Part 200).
  • Assists in tracking obligations, disbursements, balances to prevent overspending or unallowable charges.
  • Maintains accurate documentation and records to ensure the federal awarding agency and auditors can verify federal regulatory compliance of the agency and subrecipients with 2 CFR 200.
  • Collects and maintains necessary compliance documentation.
  • Works closely with program managers and procurement personnel to ensure proper coding, authorization and timely submission of grant-related expenditures.
  • Provides guidance on allowable costs and assists with resolving issues related to purchase orders or vendor payments.
  • Provides support to the state emergency operations center during activations.
