About The Position

Kentucky State Police is the premier, full service law enforcement agency in the Commonwealth of Kentucky. With the highest level of professionalism and integrity the Kentucky State Police works to prevent, reduce and deter crime and the fear of crime, enhance highway safety through education and enforcement, and safeguard property and protect individual rights. The Financial and Grants Management Branch is responsible for establishing and maintaining an accounting system in compliance with state and federal guidelines. The Grants Section, within the Branch, provides technical expertise to ensure all grants within the Agency are administered in accordance with these guidelines.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Four years of research or administrative experience.
  • A master's degree will substitute for one year of the required experience.
  • Research, administrative, or clerical experience will substitute for the required education on a year for year basis.

Responsibilities

  • Administers and implements approved financial agreements with third parties for the provision of program services.
  • Establishes grant budget setup and maintenance within eMARS to accurately report and set up budget controls.
  • Prepares all federal financial reports and submits reimbursement requests; completes federal drawdowns for expended funds; reconciles grant related expenditures and revenues to eMARS; provides audit assistance during federal site visits; and assists in budget development for grant applications.
  • Monitors grant related overtime and salaries for personnel to ensure compliance with federal OT and salary caps and approved grant award budgets.
  • Coordinates with program managers and project directors to assure adherence to budgetary guidelines and pre-audits grant expenditures.
  • Monitors federal grant expenditures against grant award budgets in an effort to identify, record, and quantify impact.
  • Performs daily analysis of revenues and expenditures in eMARS to ensure compliance with grant award federal and state budgetary guidelines.
  • Monitors grant program budget activity; prepares financial close-out documents; prepares grant budgetary revisions; creates various eMARS documents needed to manage expenditures and revenues received for grant awards; prepares and submits all required monthly and quarterly financial reports and works closely with various federal agencies.
  • Provides estimated cost figures with regard to purchases, overtime, allocations, federal caps, remaining balances; provides projections on available funding for alternative activities.
  • Assists with preparation of annual schedule of expenditures of federal awards (SEFA).
  • Assist others within the branch and agency to eliminate backlog.
