About The Position

Are you interested in joining the team that is leading the deployment of high-speed internet infrastructure to close the digital divide in the Commonwealth? The Office of Broadband Development is hiring a Grants Administrator to oversee the implementation of broadband deployment grants. This position is responsible for a variety of tasks, including the review of grants and contracts for compliance with policies, regulations, and laws and the collection and maintenance of grant and contract compliance information. The Grants Administrator provides technical assistance and outreach to eligible recipients on management of grant awards and monitors and reports on the use of grant funds. The Office of Broadband Development is the Commonwealth’s central broadband planning and coordination entity, serving as the single point of contact and liaison to federal agencies and programs regarding broadband issues. The Office oversees the Broadband Deployment Fund and is responsible for the creation and implementation of a statewide broadband plan. This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Requirements

  • Prior experience with federal grants.
  • Graduate of a college or university with a bachelor's degree.
  • Four years of research or administrative experience.

Responsibilities

  • Monitoring budget expenditure and program outcome tracking for grant projects
  • Completing required grant reporting documents
  • Managing intake and subgrant review processes
  • Program data collection, project follow-ups, and impact reviews
  • Develop grant materials that meet overall objectives established by leadership
  • Ensuring compliance with state and/or federal requirements
  • Coordinating off-site project monitoring with subrecipients
  • Providing Technical Assistance pre-award and post-award to interested parties and subrecipients
  • Attending meetings and developing relationships with federal, state, and local officials and stakeholders
  • Conducting policy and data analysis related to federal programs for broadband deployment
  • Researching new funding opportunities for high-speed internet expansion
  • Assisting with other grant, research and data projects as needed
