This position will be working with Juvenile Court and must have grants writing experience. The Grant Services Administrator supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; processes employee concerns and counsels or disciplines as appropriate; completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. The role involves planning and implementing the County’s annual Human Services grant cycle, developing statements of work for RFPs and grants, administering the grant selection process, and developing and administering service contracts. Responsibilities include monitoring programs, tracking expenditures, evaluating program design, performing risk assessments, developing performance measures, and drafting agreements with sub-recipients. The position also involves monitoring individual human services projects, reviewing the performance of grant sub-recipients, making site visits, reviewing financial expenditures, compiling performance data, preparing program evaluations, and developing project and monitoring schedules. Additionally, the role serves as a liaison between the department and partnering agencies, provides technical assistance, coordinates training, identifies and initiates corrective action for compliance issues, monitors eligibility of sub-recipient organizations, and ensures compliance with local, state, and federal regulations. The administrator also supervises and participates in the maintenance of files and records, compiles administrative and statistical data, performs research, analyzes trends, and prepares reports. This role assists the Director with department compliance oversight, coordinates the development of annual performance measures, utilizes Betterworks software, interprets federal, state, and county regulations, develops/reviews/revises department policies, and provides technical assistance. The position also monitors program budgets, prepares budget requests and financial reports, analyzes cost-effectiveness, gathers and analyzes statistical data, and assists with long-term planning for Human Services program delivery, making recommendations for program activities and changes. Comprehensive resource files are maintained, and resources for program expansion are developed.
