We are seeking a Grant Analyst to support the Rural Health Transformation Program (RHTP) , a statewide initiative focused on advancing healthcare outcomes and building sustainable healthcare infrastructure throughout Indiana's rural communities. About the Role The Grant Analyst plays a critical role in ensuring grant-funded organizations remain compliant with state and federal funding requirements while supporting the broader mission of rural health transformation. This position serves as a key resource for monitoring financial stewardship, program performance, reporting accuracy, and risk management across participating sub-awardees. Working closely with program, finance, and data teams, the Grant Analyst will conduct financial and programmatic reviews, analyze grant performance data, identify compliance risks, and provide technical assistance to funded organizations. This role combines analytical expertise, relationship management, and operational oversight to help ensure grant resources are used effectively and in alignment with program objectives. This is a long-term contract opportunity supporting a five-year initiative with significant visibility across leadership teams and stakeholders dedicated to improving healthcare access and outcomes in rural Indiana.

Requirements

  • Program evaluation experience: 4-6 Years
  • Quality assurance experience: 4-6 Years
  • Grant oversight or grant administration experience: 4-6 Years
  • Data analysis experience: 4-6 Years
  • Data management experience: 4-6 Years
  • Knowledge of federal and state grant regulations
  • Financial analysis and grant accounting fundamentals
  • PeopleSoft Financials experience
  • Advanced Microsoft Excel, Word, and Outlook skills
  • Strong written and verbal communication skills
  • Problem-solving and analytical abilities

  • Experience with CMS-funded programs or federal cooperative agreements
  • Familiarity with Indiana rural healthcare organizations and systems
  • Experience with REDCap, EUNA, Amplifund, or similar reporting platforms

Responsibilities

  • Implement risk-based monitoring processes for grant-funded sub-awardees.
  • Conduct desk reviews, virtual reviews, and on-site monitoring activities.
  • Analyze financial documentation to verify allowable costs and identify potential risks.
  • Maintain audit-ready documentation and monitoring records.
  • Track corrective action plans and verify timely resolution of findings.
  • Assist with audit preparation and responses when needed.
  • Monitor sub-award spending and financial activity.
  • Utilize PeopleSoft Financials to review and track financial information.
  • Perform reporting and reconciliation activities related to grant compliance.
  • Serve as a finance and administrative resource to division leadership.
  • Identify potential fiscal concerns and recommend corrective actions.
  • Review sub-awardee data for accuracy and alignment with program performance measures.
  • Analyze operational and programmatic data to identify trends and risks.
  • Support data integrity initiatives and grant reporting requirements.
  • Contribute to monitoring tools, templates, and process improvements.
  • Provide technical assistance related to grant administration, reporting, and documentation.
  • Collaborate with program, finance, and data teams to resolve monitoring-related issues.
  • Develop productive working relationships with local, state, and federal stakeholders.
  • Support capacity-building efforts among participating organizations.
