About The Position

This position works with the Bureau of Economic Self-Sufficiency to coordinate special projects in the Program and coordinating responses on select matters. Requires the highest level of contract and grant management knowledge skills and abilities. This position will assist the Community Program Manager in planning, directing, and coordinating functions of the Bureau of Economic Self-Sufficiency (BESS). Assist the Community Program Manager on matters of coordination, internal communication, personnel functions and strategies within the Bureau. Assist Community Program Managers with establishing necessary policies and institute appropriate procedures to effectively and efficiently accomplish the Bureau’s purpose and assist in fulfilling the Bureau’s daily goals and objectives. Ensure that all administrative functions of the Bureau are completed in an efficient and effective manner. Researches a variety of information (courses, material) to promote continued staff development.

Requirements

  • At least one year of experience of State, Federal, and/or local government grant and contract management.
  • Ability to work independently and as a member of a team.
  • Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
  • Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
  • Possess excellent verbal and written communication skills with outstanding customer service skills.
  • Ability to compile data from a variety of sources and present it in a logical manner.
  • Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
  • Ability to coordinate and manage activities with other partners
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks
  • Ability to work independently and exercise sound judgment while representing the Departments best interest

  • As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Responsibilities

  • Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes.
  • Update tracking systems and maintain agreement logs in accordance with department policy and procedures and to ensure compliance with applicable statutory requirements.
  • Develop contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance.
  • Participate, as needed, in the development and revision of contract and grant related policies and procedures.
  • Facilitate the administration of bureau agreements including contract and grant agreements, interagency agreements, data sharing agreements and memoranda of understanding.
  • Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
  • Develop and process new grant agreements and/or contracts.
  • Create and manage agreements and/or contracts budgets and deliverable schedules.
  • Prepare cost/price analyses to determine all cost are reasonable and allowable.
  • Conducts independent planning and evaluation work related to complex agreements and/or contracts within the Bureau.
  • Provides consultative services and technical assistance to grantees/vendors to develop a scope of work, budget, timeline, and deliverables.
  • Develop and process Requests for Proposals (RFPs) and Invitations to negotiate (ITNs), as required.
  • Review, analyze, and negotiate all terms and conditions of grants and contracts.
  • Process and track payments to ensure compliance with state guidelines and contract requirements.
  • Conduct desktop and onsite monitoring on activities and expenditures of assigned projects to ensure compliance with state guidelines and contract requirements.
  • Maintain good working relationships and keep in close coordination with partnering agencies.
  • Prepare reports and analyses and make recommendations to team to determine program action.
  • Review external best practices to ensure a high level of program execution and make recommendations to management if changes are needed.
  • Assists in preparation of the division’s Continuity of Operations Plan.
