This position is a highly responsible professional position in the Bureau of Epidemiology. This position will assist with procurement activities and purchasing card activities. The position works collaboratively with others including outside vendors, distributes information to management, and recommends operational changes to the Fiscal Manager, program managers, and staff pertaining to fiscal functions, processes, and guidance within the bureau. The incumbent will also serve as a primary expert in contracts and competitive procurement for the Bureau where they will provide technical assistance and consultation to staff on contract issues. Will serve as a contract manager and stays abreast of all department contractual procedures and updates. The incumbent will monitor the provider’s performance in consultation with program staff to ensure compliance with contract and programmatic terms and conditions; Review and approve contract deliverables, expenditures, and timesheets to determine compliance with established contract terms and timeframes; Maintains all required documentation in the contracts manager’s files and SharePoint for the Bureau in accordance with Department of Health contract Management documentation requirements. The incumbent will mainly work in MFMP (AOD) system where they will act as the contract coordinator for the Bureau and provide consultation, technical assistance, and procurement guidance; Assist with the development of service specifications for bid documents, contracts, and direct orders to ensure they comply with procurement and department contract regulations. Develops and processes competitive procurements (RFQ,ITB,RFP,ITN), Contracts, contract amendments, and service purchase requisitions. The incumbent will also aid reviewing and writing Scope of Works with Section Administrators. Will Assist Section Administrators with any competitive procurement activities (such as bid solicitation, evaluation, scoring, awarding, etc.) for the bureau and develop non-competitive procurement documents (such as informal bids and single source justifications). The incumbent will be responsible for aiding or administrating meetings with vendors and colleagues for Section Administrator(s) as needed. Aids Section Administrators and colleagues on routing documents to various applications utilized in the Division for approval by Senior Management. This includes having knowledge of Federal and General Revenue Funding to resolve procurement issues and problems and recommends solutions to procurement and budgeting issues which impact services. Make purchases using state purchasing cards on behalf of Bureau of Epidemiology staff. Performs Duties as an Accountant within Purchasing Card WORKS. Reviewing and approving purchases in the WORKS System.
