About The Position

The Bureau of Education and Testing (BET) is responsible for managing the financial operations of the Bureau and serves as a contract manager for all contracts under BET’s budget. This role assists the Bureau Chief and unit supervisors in negotiating and developing national vendor contracts for examination creation and administration services. It ensures compliance with contract approval and administration requirements, directs the development of contract amendments, renewals, and extensions, and develops solicitations through the procurement process. The position also serves as a liaison between BET and the Division of Certified Public Accounting (CPA Division) for continuing professional education (CPE) reporting tool issues, reviews information for compliance, and assists licensees with the CPE Reporting Tool. Additionally, it coordinates with the division’s Budget Liaison for revenue and expense monitoring, projections, and budget control, and assists with securing consultants, processing purchase orders, and paying invoices. The role also involves purchasing examination materials and processing payments for proctors. It develops and updates Interagency and Service Level Agreements and performs other related duties as required.

Requirements

  • Must have a high school diploma or equivalent education.
  • Two years of professional experience in accounting, fiscal management, or business management areas.
  • Two years of experience analyzing, compiling, reporting, and reviewing financial data.
  • Knowledge of data collection and analysis, management principles and practices.
  • Knowledge of budget and accounting practices.
  • Ability to collect, evaluate and analyze data to improve operational and management practices.
  • Ability to organize and prioritize multiple tasks.
  • Ability to conduct fact-finding research.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to plan, organize and coordinate work assignments for subordinates.
  • Ability to communicate effectively both oral and written.
  • Ability to establish and maintain effective working relationships with others.

Nice To Haves

  • A bachelor’s degree from an accredited college or university with a major in accounting, finance, business management, or related field.
  • Knowledge of the legislative budget process including applicable laws, statutes, rules, and regulations.
  • Proficiency using MFMP, AOD, and FACTS.
  • Experience in State Purchasing procedures and the procurement process.
  • Florida Certified Contract Manager (FCCM).

Responsibilities

  • Manages the financial operations of the Bureau of Education and Testing (BET).
  • Serves as a contract manager for all contracts under BET’s budget.
  • Assists in negotiating and developing national vendor contracts for examination creation and administration services.
  • Ensures compliance with contract approval and administration requirements.
  • Directs the development of contract amendments, renewals, and extensions.
  • Develops and/or directs the development of solicitations through the procurement process (RFP, RFQ, ITB).
  • Assists in the evaluation of RFP, RFQ, and ITB.
  • Conducts Contract Monitoring Reports, verifies and processes invoices, and prepares Contract Summary Forms.
  • Maintains tracking spreadsheets for all assigned contracts.
  • Completes all other purchasing activities for BET, including purchase orders.
  • Ensures BET compliance with statutory requirements for procurement of goods and services.
  • Serves as a liaison between BET and the Division of Certified Public Accounting (CPA Division) for CPE Reporting Tool escalations and inquiries.
  • Answers and responds to calls and emails to resolve escalations pertaining to the use of the CPE Reporting Tool.
  • Reviews information in Versa Regulation, OnBase, and the CPA Reporting Tool to ensure compliance requirements are being met.
  • Assists licensees on proper use of the CPE Reporting Tool and helps to troubleshoot and report any issues.
  • Assists BET with the CPA Division’s CPE Audit, as needed.
  • Coordinates with the division’s Budget Liaison for monitoring and projections of department revenues and expenses.
  • Assists in monthly expenditure reports to ensure compliance with established fiscal parameters.
  • Coordinates with the division’s Budget Liaison in developing and maintaining spreadsheets, applications, and accounting systems for tracking allotment balances, encumbrances, and actual and projected expenditures.
  • Assists unit supervisors and BET’s Administrative Assistant II with securing BET consultants, entering into purchase orders, and paying invoices.
  • Purchases all materials necessary for the administration of examinations developed and proctored by BET.
  • Post-examinations, confirms work hours completed by on-site proctors and coordinates the processing of invoices for payment and travel vouchers.
  • Develops and updates Interagency and Service Level Agreements between BET and other units.
  • Performs other related duties as may be required.
