About The Position

This is a responsible professional position under direct supervision of the Senior Management Analyst Supervisor – SES in the Bureau of Tobacco Free Florida, Cancer Prevention & Control, Breast & Cervical Cancer Program. Duties include, but are not limited to, providing technical assistance to local Breast and Cervical Cancer Early Detection Programs (BCCEDP) and partners, including care coordination, systems change activities, data collection, site visits, patient navigation, program planning and monitoring for compliance with program guidelines and requirements. The role involves reviewing local BCCEDP workplans and budgets, providing guidance to reach annual goals and expand funding, and leading or assisting with special projects to increase cardiovascular health of program-eligible women. The position serves as lead for Health Systems change Audits, establishes and maintains partnerships to increase the reach of breast and cervical cancer screenings, and assists in policy decisions and strategic planning related to cancer programming. It also involves maintaining a directory of organizations and volunteer groups that can assist with screening, diagnostic, and treatment services, preparing and writing CDC grant applications and reports, collaborating with partners to implement activities within the CDC approved workplan, and managing contracts and certifications. Additionally, the role includes reviewing and referring applications of women diagnosed with breast or cervical cancer to the Department of Children’s and Families (DCF) for eligibility determination for treatment on Medicaid through the Agency for Healthcare Administration (AHCA), and working with program staff, DCF, and AHCA to facilitate review of specific program-related Medicaid problems.

Requirements

  • Knowledge of the methods of public health practices, program planning and implementation methods.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management program practices.

Responsibilities

  • Provides technical assistance to local Breast and Cervical Cancer Early Detection Programs (BCCEDP) and partners, including care coordination, systems change activities, data collection, site visits, patient navigation, program planning and monitoring for compliance with program guidelines and requirements as required.
  • Reviews local BCCEDP workplans, budgets and provide guidance and technical assistance to reach annual goals and expand annual funding.
  • Lead or assists with special projects to increase the cardiovascular health of program eligible women.
  • Serves as lead for Health Systems change Audits.
  • Establishes and maintains partnerships (internal/external) to increase the reach of breast and cervical cancer screenings especially hard to reach populations.
  • Assists in the development of policy decisions and strategic planning activities related to cancer programming, particularly with outreach, client recruitment and developing partnerships.
  • Maintains a directory of organizations and volunteer groups able to assist with covering any or all expenses related to screening, diagnostic and treatment services.
  • Assists with preparing and writing CDC grant applications and reports.
  • Collaborate with partners to implement activities and strategies within the CDC approved workplan.
  • Manages contracts and maintain required contract certifications.
  • Reviews and refers applications of women diagnosed with breast or cervical cancer or qualifying conditions through the FBCCEDP to the Department of Children’s and Families (DCF) for eligibility determination for treatment on Medicaid through the Agency for Healthcare Administration (AHCA).
  • Works with program staff, DCF and AHCA to facilitate review of specific program related Medicaid problems.
