About The Position

The Florida Department of Environmental Protection’s (DEP) Division of State Lands is Florida’s lead agency for environmental management and stewardship, serving as staff to the Board of Trustees of the Internal Improvement Trust. The Division of State Lands’ Bureau of Real Estate Services (BRES) is responsible for activities related to the negotiation, acquisition, disposition, exchange, donation and closing of real property as agents to the Board of Trustees of the Internal Improvement Trust Fund. In addition, bureau staff are responsible for the management of statewide contracts for title and closing services, as well as environmental site assessments. BRES often partners with other DEP divisions, water management districts and other state agencies as land managers to successfully negotiate terms to achieve mission critical needs.

Responsibilities

  • Conducts organizational studies and evaluations on office procedures providing technical assistance and develops procedures to assist BRES in operating more efficiently and effectively.
  • Prepares and coordinates the disposition and acquisition of state-owned upland properties including, but not limited to, the following:
  • Coordinates, develops, and implements the procedures and goals required for disposition of state land.
  • Analyzes financial information and coordinates with the Bureau of Finance and Accounting for the collection and distribution of revenues derived from the sale of state-owned land.
  • Evaluates unencumbered parcels of state-owned upland for potential public benefits or surplus designations.
  • Coordinates noticing of state and local agencies of the availability of these parcels as required by the Florida Statutes and Florida Administrative Code.
  • Prepares acquisition projects for acquisition related activities including requests in accordance with established policies for ordering and reviewing title information, boundary maps, and appraisals.
  • Organizes and maintains land acquisition project files in accordance with policy.
  • Establishes contact with landowners to seek permission to appraise property, and coordinates with managing agencies and DEP staff regarding land acquisition and management issues.
  • Participates in site visits as part of project evaluation.
  • Prepares negotiation strategies and commences negotiations on complex acquisitions and dispositions leading to a donation, purchase, sale, or exchange.
  • Coordinates, prepares, reviews, and composes contracts, deeds, correspondence, legal notices, and other disposition/acquisition related instruments with staff, other agencies, legal counsel, managing agencies, other program areas within DEP non-profit organizations, water management districts, local government, and federal agencies, including their execution.
  • Coordinates non-conservation acquisitions with other state agencies.
  • Prepares agenda items and compiles the necessary backup information such as maps, title history, and site specifications relating to the disposition or acquisition of state land for presentation to the Acquisition and Restoration Council and to the Board of Trustees as required.
  • Reviews, interprets, and communicates the evaluation of potential revenue generating state lands parcels prior to disposition/sale.
  • Assess and evaluates the potential privatization of state surplus lands sales and assists with development of associated processes/procedures.
  • Assists with the development of marketing concepts, conducts marketing analyses and develops brochures and contracts for marketing state surplus land parcels including, but not limited to current projects and planned programs in determining their capacity to generate revenue.
  • Evaluates projects for various land acquisition priority lists with project design staff and will provide assistance in the development of the annual work plan for each assigned project. This includes assisting the Division of State Lands’ Office of Environmental Services’ staff evaluations and fieldwork for the resource planning boundary process and the project design process, if needed.
  • Participate as part of a team in the data collection and development of work plan forecasts, timelines, project plans, and other related land acquisition matters.
  • At the direction of supervisor, reviews Government Operations Consultant II’s work product and advises the agent as necessary.
  • Coordinates, consults, and communicates with other governmental agencies and the general public, regarding real estate activities including management, use, and disposition of state-owned lands and all land acquisition procedures and activities.
  • Ensures compliance with all statutes, rules, current policies, and acquisition procedures on all land acquisition activities.
  • Assists in bill analysis and policy making via detailed issue analysis, preparation of reports, and drafting rules for higher level review and consideration.
  • Participate in the maintenance of a database and tracking system to generate data for reporting the status of BRES’ Disposition Program.
  • Assists with development and implementation of records management programs and assures compliance with program.
  • Inputs acquisition data into land acquisition tracking system.
  • Maintains statistical and financial records for the generation of reports regarding the status of land acquisition projects.
  • Performs other duties as assigned.
