About The Position

This position serves on the disbursement team for the Water Quality Improvement Grant Program within the Division of Water Restoration Assistance. The role involves preparing and submitting request forms for administrative processes, tracking disbursements, reviewing requests for accuracy, proper documentation, and compliance with program regulations. The incumbent will prepare disbursement/payment authorizations, maintain disbursement spreadsheets, and use spreadsheet software and databases for data entry. The position also requires conducting organizational studies, providing technical assistance, and developing procedures to improve efficiency. Responsibilities include reviewing financial assistance disbursement/payment requests for various programs, ensuring all required documentation and data are uploaded, and tracking/posting payments. The role involves consulting with local government representatives on reimbursement issues, advising on program rules, and coordinating with program staff on financial management procedures. Additionally, the position assists with tracking and reporting financial information for grant funds and reconciling grant funds between systems. Other duties as assigned.

Requirements

  • Valid driver’s license.
  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.
  • Knowledge of methods of compiling, organizing, and analyzing data.
  • Knowledge of problem-solving techniques.
  • Knowledge of research techniques.
  • Skill in professional use of Microsoft Office applications, especially Outlook, Word and Excel.

  • Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management.

  • Experience in processing payments for state agreements and contracts and the state procurement process.
  • Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.

Responsibilities

  • Prepare and submit request forms for administrative processes.
  • Track disbursements throughout the payment request process.
  • Review requests for mathematical accuracy, proper documentation of costs, and compliance with program regulations and agreements.
  • Prepare disbursement/payment authorizations forms.
  • Maintain disbursement spreadsheets for individual projects.
  • Use spreadsheet software and database to complete and enter data for disbursements.
  • Conduct organizational studies and evaluations on office procedures.
  • Provide technical assistance and develop procedures to assist Water Restoration Assistance to operate more efficiently and effectively.
  • Review financial assistance disbursement/payment requests for the Springs and Watershed Restoration Program, Water Quality Improvement Grant Program, Alternative Water Supply & Restoration Program.
  • Review database and OCULUS input for disbursements to ensure all required documentation and data has been uploaded.
  • Review work of program staff to ensure requests contain proper documentation and financial information.
  • Track and post the payment of disbursement requests.
  • Consult with local government representatives and their consultants on reimbursement issues.
  • Advise local government representatives and their consultants on program rules and policies.
  • Coordinate with the Program Administrator and other staff concerning appropriate financial management procedures.
  • Assist with the tracking and reporting of financial information for grant funds.
  • Assist with reconciliation of grant funds between the Enterprise Grant System and FLAIR.
  • Perform other duties as assigned.
