About The Position

This is an advanced level government operations consultant position. Utilizing knowledge of the Statutes and Regulations this position will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Florida Resilient Program to operate more efficiently and effectively. The incumbent in this position will coordinate with intergovernmental agencies and partner agencies as well as other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida. This position will lead the development and maintenance of the Office of Resilience and Coastal Protection (ORCP) specific procedures, training manuals, and employee resources for implementing DEP policies to ensure successful execution of division and department responsibilities. Coordinate with the Business Planning Administrator and oversee the ORCP final review and approval of all ORCP speaking/presentation requests, media, publication, and graphic development requests. Assist in preparing and reviewing program status reports, talking points, presentations, and reports. Submit documents and presentations for review and approval through the Department Communications Office and coordinate with the Communications Office in addressing comments and obtaining approvals. Be responsible for the selection of marketing materials. Meet regularly with the Business Planning Administrator, conduct regular statewide office communications teleconferences, and participate in DEP Press Office meetings. Will oversee and facilitate the approval and posting of any updates or changes to ORCP websites. Perform other duties as assigned.

Requirements

  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
  • Knowledge of and ability to interpret and apply related policies, procedures, principles, and practices.
  • Knowledge of terminology, techniques, and principles of environmental resource management.
  • Skills in methods of collecting, compiling, organizing, and analyzing data.
  • Skilled in the use of computer applications, particularly Microsoft Office Suite, Visio and Adobe Acrobat.
  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
  • Ability to evaluate and analyze data relating to project management activities.
  • Ability to compile and review financial data for accuracy, completeness, and compliance.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities.
  • Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.

  • Knowledge of the State computer programs such as OCULUS.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to develop and deliver training manuals and training presentations to agency personnel.
  • Knowledge of web design principles, including content development and organization.
  • Knowledge of marketing and promotional principles, including content and product development for print, web and social media engagement.
  • At least five years of verifiable related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required five years of experience on a year-for-year basis.
  • A valid driver’s license.
  • Ability to travel.
  • Must successfully complete a background and fingerprint check.

Nice To Haves

  • Undergraduate or Graduate level coursework in any of the following study areas: Environmental Science, any of the Natural Sciences, Public Administration, Management, Political Science and Government, Communications
  • Project Management Professional (PMP), or Certified Associate in Project Management (CAPM)
  • Experience with Adobe Creative Cloud suite of products such as Adobe InDesign, Adobe Illustrator
  • Experience with programs developed on the Salesforce platform
  • Experience with web design and content management
  • Experience with Drupal content management system
