About The Position

The position performs advanced level work under the limited supervision of the Deputy Director of Vocational Rehabilitation, Office of the Director, Division of Vocational Rehabilitation. Position serves as the legal liaison and is the primary point of contact between the Vocational Rehabilitation (VR) program and legal entities, including agency counsel, administrative hearing officers, and external legal partners. The position ensures compliance with federal and state laws, regulations, and policies governing vocational rehabilitation services, while supporting staff in legal matters related to eligibility, service provision, appeals, and due process. Requirements

  • Strong administrative and business operations skills, writing, proof reading, and editing skills.

Responsibilities

  • Serves as liaison between VR staff and agency legal counsel on legal questions, disputes, and case-related matters.
  • Coordinates responses to legal inquiries, subpoenas, records requests, and administrative complaints.
  • Assists in preparing case summaries, documentation, and exhibits for administrative hearings, mediations, and appeals.
  • Tracks legal cases, hearing requests, and outcomes involving VR clients.
  • Provides guidance to program staff on compliance with applicable state and federal laws, including the Rehabilitation Act, WIOA, ADA, HIPAA, and confidentiality requirements.
  • Reviews and assists in interpreting policies, procedures, and legal directives related to VR service delivery.
  • Identifies potential legal risks and works collaboratively to support corrective or preventive actions.
  • Serves as a resource to VR counselors and supervisors regarding due process rights, informed choice, case documentation, and legal timelines.
  • Assists with training staff on legal procedures, hearing processes, and best practices in case management from a legal perspective.
  • Supports leadership in responding to audits, reviews, and compliance monitoring activities.
  • Ensures proper handling, release, and protection of confidential client information in accordance with legal requirements.
  • Maintains organized legal files and documentation related to hearings, appeals, and litigation matters.
  • Reviews correspondence and official notices for accuracy, clarity, and compliance.
  • Communicates professionally with clients, attorneys, hearing officers, advocates, and stakeholders.
  • Participates in meetings related to legal matters, policy interpretation, and program improvement.
  • Performs related work as required.
