This highly responsible position involves independently carrying out broad and complex administrative tasks in providing consultative and operational support to the various Office of Health Improvement and Protection (OHIP) program areas. This position is involved in numerous administrative matters, which require a thorough knowledge of Florida Department of Health (FDOH) rules, regulations and codes as established by FDOH and the Okaloosa County commission. This position requires independent judgement and use of decision making under limited supervision and involves frequent communication from chain-of-command regarding performance. This position serves as the Environmental Health Database administrator and is responsible for maintenance of the system. Tracks all Environmental Public Health Programs complete with permit numbers. Completes automated logs and financial information from the Environmental Public Health Database. Performs file and record maintenance and organization. Prepares invoices to permit applicants in the food, mobile home parks, public pools, and tanning facilities, group care facilities, Onsite Sewage Treatment and Disposal Systems, and water, etc. programs. Assures invoiced amounts are in compliance with the established fee schedules to conform to the program code in accordance with Department of Health mandates. Tracks and ensures payment received reconciles with invoiced amount. Updates records of permits established from applicant provided information. Prepares/oversees permits issued for all permitted facilities to be signed by the supervisor, completed permits to applicants. Tracks delinquent accounts, provides follow-up notification and gives the appropriate report to the Environmental Supervisor or Manager. Maintains Record of date invoice sent, date of payment receipt, date of follow-up notification. Prepares and modifies reports as needed for budgeting and census. Prepares paperwork for legal action to be taken when necessary. Responsible for proper documentation and submission of all Environmental Public Health related refunds to clients. Remains current in knowledge of state and local policies, procedures, and guidelines. Reviews and analyzes policies to determine impact on programmatic operations Formulates and provides recommendation for changes as needed. Assists program management and staff in in the implementation of policies and procedures. Investigates and identifies programmatic or operational issues, works with supervisory staff and appropriate committees or teams to develop and implement solutions. Participates in operational reviews or on project teams and prepares reports of findings, analyses and recommendations. Responsible for preparation, submission, and tracking of travel and purchasing requests for various OHIP program areas and staff. Serves as contract manager for purchase orders, and memorandums of agreement or understanding. Develops and provides budget analysis to assist budget managers with financial planning. Finds the best way to complete objectives at the lowest cost. Responsible for tracking budgets and reconciling to FIRS and FIS. Drafts budget updates for approval. Maintains database files as requested. Provides daily consultation, assistance and/or guidance to OHIP supervisors and staff in the operation of service programs within OHIP to improve procedures and processes. Provides logistical support for internal and community-based meetings, prepares invitations and materials, produces minutes. Coordinates county health department participation in community events. Provides assistance to OHIP sections to conduct and analyze survey data. Prepares correspondence, and other materials. Assists Records Custodian in the management of files to include preparing for destruction, retrieval, archival and storage. Serves as a liaison between OHIP and Office of Financial and Administrative Services (OFAS). Maintains certification and records for Certified Onsite Sewage Treatment and Disposal Systems and Food Hygiene inspectors. Answers phone and direct calls to appropriate party. Provides clients with needed application packets for each program area, assisting them with documentation as needed for plan review. Performs all other duties as assigned in support of the agency’s mission and vision.
