About The Position

Reporting to the Executive Director, HR Operations, the Global Mobility Business Partner is responsible for leading and evolving the organization’s global mobility programs across relocation, immigration, and tax. This role acts as a trusted advisor and policy steward shaping, interpreting, and governing mobility frameworks that balance business agility, employee experience, and compliance. You will be responsible for a function(s) within Moderna and oversee complex case management, partner with senior stakeholders to design fit-for-purpose mobility solutions and ensure alignment between our global talent strategies and regulatory requirements. The role also manages vendor relationships, drives process improvement, and contributes to policy modernization to support a scalable, globally consistent mobility experience.

Requirements

  • Bachelor's degree in human resources, Business Administration, International Relations, or related field.
  • 4 years of progressive experience in global mobility, immigration, or international HR, including exposure to policy management and governance.
  • Demonstrated experience in interpreting and applying complex mobility or immigration policies in a corporate setting.
  • Proven ability to manage vendor relationships and drive operational efficiency.

Nice To Haves

  • Prior experience advising senior stakeholders or HR leadership teams on mobility strategy or policy design preferred.
  • Professional certification in Global Mobility (e.g., GMS, CRP) or Immigration Law is highly desirable.
  • Strong understanding of global mobility frameworks, immigration, tax, and compliance principles.
  • Analytical mindset with the ability to interpret policy impact and provide actionable recommendations.
  • Exceptional communication, diplomacy, and problem-solving skills.
  • Comfortable working in a matrixed, fast-paced, and global environment.
  • Proficiency in HRIS or mobility systems (e.g., Workday, Equus, AssignmentPro) and Microsoft Office Suite.

Responsibilities

  • Lead the administration and continuous improvement of global mobility programs, covering long-term assignments, short-term assignments, and international permanent relocations.
  • Interpret and apply mobility and immigration policy guidance for complex or exception cases, ensuring consistency, fairness, and alignment with company culture and risk appetite.
  • Shape and evolve mobility policies to reflect emerging trends, compliance updates, and business priorities.
  • Advise HR and business leaders on mobility design and cost implications, providing strategic recommendations that balance business needs with policy frameworks.
  • Serve as the primary point of contact for global mobility policy interpretation and exceptions.
  • Partner with Legal, Tax, and Compliance to ensure policies meet global and local regulatory standards.
  • Maintain documentation and governance controls for audit readiness and SOX compliance.
  • Oversee adherence to immigration, tax, and labor law requirements across all mobility activity.
  • Act as the primary liaison for key vendors (relocation, immigration, and tax) ensuring service quality, compliance, and cost effectiveness.
  • Partner with HRBPs, Talent Acquisition, Payroll, Finance, and Legal to ensure seamless cross-functional delivery.
  • Provide consultative support to HR and business leaders on complex mobility cases, policy interpretation, and strategic workforce movements.
  • Oversee delivery of high-quality relocation experiences, ensuring employee transitions are smooth and supported.
  • Provide empathetic yet compliant advisory support for employees on assignment and relocation matters.
  • Partner with Communications and HR to ensure clear, accessible mobility guidance and documentation.
  • Own reporting and analytics for mobility activity, spend, and compliance metrics.
  • Identify trends, risks, and opportunities to enhance efficiency, cost, and employee experience.
  • Lead or contribute to digital enablement initiatives within the mobility process, focusing on automation and simplification.
