About The Position

The Global Design & Construction Program Lead is a senior global technical authority for Critical Facilities engineering. The role owns engineering standards, governs capital projects, and supports infrastructure resilience across Citi’s worldwide portfolio. It leads technical assurance and risk governance from design through commissioning and operational handover, and partners with stakeholders across technology infrastructure, sustainability, procurement, operations, and other functions. The position also leads engineering components of Citi’s Global Utilities Program and long-lead equipment strategy; governs project deployment of building automation and controls; and develops standards for high-density computing, liquid cooling, energy efficiency, water conservation, and Net Zero interventions. The role works with the Global O&M Engineering Lead to incorporate operational experience, commissioning findings, and incident analyses into future standards.

Requirements

  • At least 10 years of experience overseeing multidisciplinary engineering programs across a large, geographically diverse portfolio.
  • Demonstrated background in data centers, critical technology environments, large financial institutions, or hyperscale/mission-critical facilities.
  • Proven record authoring and governing global engineering standards, design criteria, and exception processes.
  • Strong track record leading multidisciplinary design reviews and governing Critical Facilities commissioning end to end.
  • Experience delivering complex construction, expansion, and retrofit projects in live operating environments.
  • Ability to influence senior stakeholders and make technically sound decisions in a complex, highly matrixed global organization.
  • Comprehensive understanding of Critical Facilities resilience principles, including redundancy, fault tolerance, concurrent maintainability, compartmentalization, and scalable infrastructure.
  • Knowledge of BMS/BAS, EPMS, DDC/PLC controls, telemetry, and resilient sequence-of-operation design.
  • Understanding of utility capacity, grid reliability, substation strategy, water resilience, and telecommunications diversity.
  • Familiarity with applicable engineering codes, recognized international standards, and industry best practices for data centers and mission-critical facilities.
  • Knowledge of energy efficiency, renewables, decarbonization, and emerging infrastructure technologies.
  • Bachelor’s degree required.

Nice To Haves

  • Master’s degree preferred.
  • Relevant mission-critical, commissioning, energy, construction, sustainability, or facilities-management accreditations are advantageous, such as Uptime Institute ATD/ATS, Certified Energy Manager, LEED AP, or equivalent credentials.

Responsibilities

  • Own and continuously improve Citi’s Technology Facilities Design and Construction Technical Requirements across engineering disciplines and building systems.
  • Define resilience, redundancy, scalability, and maintainability requirements aligned with Facility Risk Categories.
  • Monitor emerging technologies and regulatory developments and incorporate relevant updates into Citi’s standards.
  • Lead global technical peer reviews for capital projects, infrastructure upgrades, and modifications in live environments.
  • Review and approve critical-facility design strategies, including power and cooling topology, utility diversity, fire protection, leak detection, fuel systems, and future capacity.
  • Establish stage-gate deliverables from concept through operational handover and escalate designs or test results that present unacceptable residual risk.
  • Govern formal technical exceptions and Requests for Deviation through the TechFace process; evaluate rationale, compensating controls, and residual risks.
  • Maintain records of technical decisions and approved exceptions, and use trends and incidents to strengthen standards.
  • Define and govern Citi’s Critical Facilities commissioning framework, including factory testing, functional performance testing, integrated systems testing, failure-scenario validation, and operational handover.
  • Set commissioning acceptance criteria, oversee resolution of deficiencies, and ensure documentation is transferred to the operating organization.
  • Lead engineering components of Citi’s Global Utilities Program, including electrical power, water, natural gas, grid and substation strategy, supply diversity, and utility interconnections.
  • Assess regional grid constraints and future load requirements; partner with Sustainability, Procurement, and Energy Management on renewables, demand management, and decarbonization.
  • Consolidate demand forecasts for major long-lead equipment and define standardized technical requirements to reduce portfolio variation.
  • Assess supply-chain risks, equipment availability, and obsolescence; support Procurement’s technical evaluation of strategic sourcing and framework agreements.
  • Partner with the BMS/BAS Architect to translate approved controls architecture, monitoring, and cybersecurity requirements into project specifications and commissioning plans.
  • Govern project-level deployment of BMS, BAS, and EPMS and review proposed departures from controls standards.
  • Develop engineering standards for high-density computing, liquid cooling, and evolving technology loads; integrate energy efficiency, water conservation, and Net Zero interventions into designs.
  • Contribute Critical Facilities content to Citi’s Global Workplace Design Guidelines and broader sustainability frameworks.
  • Partner with the Global O&M Engineering Lead to provide lifecycle engineering governance from design through live operation and incorporate commissioning findings, incidents, and root-cause analyses into future standards.
  • Collaborate with Citi Technology Infrastructure, Security & Investigative Services, Sustainability, Procurement, Asset Management, and external partners; provide knowledge transfer and training.
