The Functional Requirements Analyst III supports the Personal Property Activity/Agency (PPA) as a senior subject matter expert in Department of War (DoW) personal property policy and operations. The role ensures operational requirements for managing and moving personal property are accurately captured, refined, and translated into actionable functional requirements for the IT system. It provides stewardship over requirements across the personal property lifecycle—including acquisition, shipment, storage, and disposition—and supports alignment among stakeholders and predictable delivery within an Agile framework. Success in this role means producing clear, traceable requirements grounded in validated operational needs; facilitating stakeholder forums that enable timely decisions; and developing functional designs that help delivery teams provide compliant, mission-aligned capabilities. The Analyst serves as an integrator across Services, Agencies, and functional domains and is a trusted resource for Government leadership. Work is primarily performed in a government facility unless the Government authorizes telework. The position may involve classified discussions consistent with the required clearance. Collaboration with geographically dispersed stakeholders is expected. Work follows standard business hours, with occasional schedule flexibility to support mission needs.
