Fraud Strategy Specialist - Card Issuance

Felix Technologies•Miami, FL

About The Position

The Fraud Strategy Specialist will join Félix’s Fraud Strategy team, which designs and operates fraud detection, decisioning, and prevention across the company’s products, payment rails, and markets. The team works across Data Science, Product, Operations, and Risk to balance fraud prevention with a low-friction experience for legitimate customers. This role will build Félix’s card issuance fraud program from the ground up. It owns card authorization decisioning and the controls needed to manage card-network fraud and dispute exposure, translating the issuing infrastructure partner’s allocation of responsibilities into an operational decisioning model. The role emphasizes product- and action-based controls—such as step-up authentication, velocity limits, holds, and product-level friction—rather than relying on static rules as the default approach. The specialist will lead the program from pre-launch risk assessment through post-launch monitoring, work closely with Product, Engineering, Fraud Operations, Compliance, and issuing vendors, and use SQL/BigQuery to assess exposure, backtest decisions, and iterate on controls. The role will also create a reusable playbook for future card products and market expansions.

Requirements

  • 4–7+ years of experience in fraud or risk strategy, including direct, hands-on card authorization decisioning experience on the issuer, acquirer, program manager, or processor side.
  • Working knowledge of card-network mechanics, including authorization, clearing and settlement flows, 3DS/SCA, network fraud-monitoring programs such as Visa VAMP or equivalent and Mastercard excessive chargeback programs, and dispute reason codes.
  • Experience working with or evaluating BaaS or program-manager card issuing vendors, such as Stripe Issuing, Marqeta, or Galileo, including fraud allocation-of-responsibility or RACI negotiation.
  • Advanced SQL skills and the ability to independently query and size risk.
  • Demonstrated preference for product- and action-based fraud controls, such as step-up authentication, holds, and dynamic friction, over rules as the default solution.
  • Ability to build amid ambiguity on a 0-to-1 program and translate vendor documentation and legal and compliance input into an operating model.
  • Strong cross-functional communication skills for work across Fraud, Product, Compliance, and external vendors.
  • Advanced English.

Nice To Haves

  • Prior card-issuing experience at a fintech or program manager, rather than experience limited to acquiring-side or card-not-present e-commerce fraud.
  • Familiarity with stablecoin-backed card programs or general crypto experience.
  • Spanish or Portuguese language skills.
  • Background in cross-border remittance or LATAM-market fraud.
  • Experience negotiating or managing a BIN sponsor or issuing bank relationship.

Responsibilities

  • Own fraud strategy for the card issuance program from pre-launch risk assessment through steady-state monitoring after go-live.
  • Translate the infrastructure partner’s allocation of responsibilities into an operational fraud decisioning model and controls.
  • Design and own authorization decisioning for card transactions, including approval and decline logic, 3DS/SCA step-up, velocity limits, and cross-card or cross-account linkage.
  • Favor product- and action-based controls over static rule sprawl.
  • Monitor fraud-to-sales and dispute ratios against card-network thresholds, including Visa VAMP and Mastercard excessive chargeback programs, and build an early-warning system.
  • Build the cardholder fraud lifecycle, including onboarding risk, first-card-use monitoring, and BIN- and portfolio-level pattern detection.
  • Partner with Product and Engineering to embed controls in card issuance and wallet funding and spending flows.
  • Own card dispute and chargeback strategy, including network reason codes and representment approach, in partnership with Fraud Operations.
  • Represent fraud in ongoing conversations with the current and future issuing infrastructure vendors, and keep the requirements documentation current.
  • Use SQL/BigQuery to size fraud exposure, backtest authorization thresholds, monitor post-launch indicators, and iterate based on transaction data.
  • Build a reusable playbook so future card products and market expansions can adopt a clear fraud-ownership model.
