Fraud Strategy Specialist - Card Issuance

Felix Technologies, Inc.•Miami, FL

About The Position

The Fraud Strategy Specialist will join Félix’s Fraud Strategy team and own fraud strategy for the company’s new card issuance program. The role builds the card fraud decisioning architecture from the ground up, translating the issuing infrastructure partner’s allocation of responsibilities into operational controls and an effective decisioning model. The specialist will design authorization strategy using controls such as step-up authentication, velocity limits, holds, and product-level friction, with a preference for product- and action-based controls over static rules. The role spans pre-launch risk assessment through post-launch monitoring and ongoing iteration. It includes monitoring fraud and dispute performance against card-network thresholds, developing early-warning capabilities, shaping cardholder fraud and dispute lifecycles, and partnering with Product, Engineering, Fraud Operations, Compliance, and external vendors. The specialist will use SQL/BigQuery to assess exposure, backtest thresholds, and monitor transaction indicators, and will create a reusable playbook for future card products and market expansions. Félix describes itself as a hyper-growth Series C company building financial services for Latinos in the US, with an expanding focus on products and markets across Latin America. The position is currently fully remote, with a future transition to a hybrid work model.

Requirements

  • 4–7+ years of experience in fraud/risk strategy, with direct, hands-on card authorization decisioning experience on the issuer, acquirer, program manager, or processor side.
  • Working knowledge of card-network mechanics, including authorization, clearing and settlement flows; 3DS/SCA; network fraud-monitoring programs such as Visa VAMP or equivalent and Mastercard excessive chargeback programs; and dispute reason codes.
  • Experience working with or evaluating BaaS/program-manager card-issuing vendors, including fraud area-of-responsibility or RACI negotiation.
  • Advanced SQL skills and the ability to independently query and size risk.
  • Demonstrated preference for product- and action-based fraud controls, such as step-up authentication, holds, and dynamic friction, over rules as the default solution.
  • Ability to build in an ambiguous 0-to-1 program and translate vendor documentation and legal and compliance input into an operating model.
  • Strong cross-functional communication skills for work across Fraud, Product, Compliance, and external vendors.
  • Advanced English.

  • Monitor fraud-to-sales and dispute ratios against card-network thresholds, including Visa VAMP and Mastercard’s excessive chargeback program, and build an early-warning system.
  • Build the cardholder fraud lifecycle, including onboarding risk, first-card-use monitoring, and BIN- and portfolio-level pattern detection.
  • Partner with Product and Engineering to embed fraud controls directly into card issuance and wallet funding and spending flows.
  • Own card dispute and chargeback strategy, including network reason codes and representment approach, in partnership with Fraud Operations.
