About The Position

Leidos QTC Health Services is seeking a Fleet Supervisor on our Mobile Clinic Operations Team. As the Fleet Supervisor you will plan, organize, and direct fleet functions, services, and activities to ensure safe, compliant, reliable, and cost-efficient transportation services in support of mobile clinical operations. This role supervises Class A and clinical drivers and fleet administration staff and oversees the proper maintenance and modification of mobile medical clinics and support vehicles to ensure DOT/FMCSA compliance and employee safety during travel and clinic operations. The Fleet Supervisor drives continuous improvement in fleet uptime, operating cost per mile, driver safety, and regulatory audit readiness.

Requirements

  • Bachelor's degree from an accredited college in a related discipline (Logistics or Business Operations preferred), or equivalent combined education and experience.
  • Valid Class A Commercial Driver's License (CDL) required, with 5+ years of CDL driving experience.
  • Minimum 4 years of experience in transportation, supervising drivers and coordinating activities for 5 or more vehicles, preferably in a healthcare environment.
  • 5+ years of experience with cloud-based fleet/personnel management systems highly desirable.
  • Valid U.S. driver's license and ability/willingness to drive between work locations.
  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation

Responsibilities

  • Supervise a team of Class A and clinical drivers and/or fleet administration staff to effectively deliver fleet functions, services, and activities; recommend improvements to fleet operations to meet current and future business needs; responsible for hiring, onboarding, performance appraisals, and recognition/disciplinary actions.
  • Ensure FMCSA/DOT compliance across fleet activities — Driver Qualification Files (DQF), hours-of-service (HOS), drug & alcohol testing, vehicle inspection and maintenance records, DVIRs, registration, IFTA, and permits — in collaboration with the Logistics Manager and Fleet Coordinators.
  • Maintain and periodically audit Driver Qualification Files per 49 CFR Part 391, including MVRs, medical certificates, applications, road tests, and pre-employment screenings.
  • Oversee HOS compliance and the ELD program per 49 CFR Part 395: monitor logs, address violations, run exception reports, and enforce corrective actions, partnering with Fleet Coordinators on day-to-day execution.
  • Review all vehicle maintenance and inspection records per 49 CFR Part 396; assist with vehicle inspections, preventive maintenance scheduling, repairs, and parts inventory to minimize downtime and extend asset life, in coordination with the Logistics Manager.
  • Oversee and maintain the electronic, cloud-based vehicle and staff reporting system, ensuring fleet availability for operational requests at all times and accurate recordkeeping for all vehicle-related services.
  • Oversee pre- and post-trip inspections; ensure DVIR corrective actions and timely closure of work orders in the maintenance system; support roadside inspection readiness and promptly correct out-of-service (OOS) conditions.
  • Monitor weather and other conditions that may impact routes and locations and advise on alternative routes for the safety of staff and vehicles; review routes and travel plans with Fleet Coordinators to optimize safety and efficiency.
  • Communicate with drivers, verbally and in writing, to understand needs and implement solutions; may authorize emergency repairs, vehicle replacement, and other associated costs.
  • Monitor and analyze fleet KPIs — uptime, MTTR, cost per mile, fuel economy, idle time, and accident rate — and collaborate with the Logistics Manager and Fleet Coordinators to develop and implement improvement plans.
  • Ensure driver medical certification and Drug & Alcohol Clearinghouse compliance; assist with coordination of DOT-mandated drug & alcohol testing (pre-employment, random, post-accident, and reasonable suspicion) in collaboration with Human Resources.
  • Assist with incidents and accidents; coordinate with Claims, Legal, and Safety teams; collect evidence and prepare incident reports with corrective actions in accordance with company policy and applicable regulatory requirements.
  • Assist with and coordinate driver recruiting, onboarding, training, and retention in partnership with Human Resources; ensure licensing and training renewals, and coordinate re-certification as regulations change.
  • Provide oversight of driver travel cards, MHC payment cards, and fuel card usage and charges.
  • Ensure compliance with multi-state Highway Use Tax (HUT) and Weight-Mile Tax requirements (e.g., New York HUT, Oregon Weight-Mile Tax, and comparable Kentucky, New Mexico, and Connecticut programs) across applicable operating states.
