About The Position

Under the direction of the Chief Financial Officer, perform complex fiscal, budgeting and reporting activities for the organization. This position serves as a business and accounting specialist in preparing various reports as required internally and by local, state and/or federal sources; recommending and assisting in the formulation and implementation of policies and procedures related to fiscal activities; and providing work direction and training to staff.

Requirements

  • Knowledge of principles, practices, and terminology of budgeting, accounting, and financial record keeping, preferably as they apply to California school accounting.
  • Knowledge of auditing, financial research, and analysis procedures.
  • Knowledge of budget preparation and administration.
  • Knowledge of applicable federal, state, local, and school laws; regulations; and the California School Accounting Manual.
  • Knowledge of principles and practices of governmental accounting on a fund basis.
  • Knowledge of internal and external auditing preparation and procedures.
  • Knowledge of principals of supervision.
  • Knowledge of charter school operations, including Food Service.
  • Knowledge of computer-based software programs that support this level of work, including but not limited to word processing, spreadsheet, presentation graphics, and data entry into custom databases.
  • Knowledge of data processing systems and applications in the field of budgeting and accounting.
  • Knowledge of financial record-keeping techniques.
  • Ability to plan, coordinate, and perform a variety of complex, advanced-level accounting, budget, payroll, and fiscal operations.
  • Ability to effectively supervise and train assigned Business Office Staff.
  • Ability to analyze, generate, evaluate, and implement financial, accounting, and/or budgetary procedures for effectiveness and efficiency.
  • Ability to establish and maintain effective budget monitoring and controls.
  • Ability to analyze and interpret financial reports, perform difficult financial analyses.
  • Ability to read, interpret, apply, and explain rules, regulations, policies, and procedures in assigned areas.
  • Ability to assure compliance with organization policies and procedures.
  • Ability to communicate effectively with a diverse base of individuals, demonstrating appropriate interpersonal skills using tact, patience, and courtesy.
  • Ability to prepare and present clear, concise, and comprehensive reports and recommendations verbally and in writing.
  • Ability to demonstrate proficiency in the use of computers, including electronic spreadsheets and database utilization
  • Ability to handle multiple tasks, work under pressure, and work with priorities and deadlines subject to frequent change, and work efficiently under stringent time deadlines
  • BA/S degree in accounting or business management with two years of advanced-level accounting experience preferred; however, a minimum of five years of experience with a focus in increasingly responsible advanced-level accounting, budgeting, and payroll oversight, preferably with charter or school district experience, will be considered.

Responsibilities

  • Plan, organize, and direct the work of the fiscal services department, including accounting, budgeting, payroll, and food service functions.
  • Manage, train, and audit the work of staff in all budget and financial subsystem applications and ensure that established operational procedures and Local, State, and Federal laws are followed.
  • Assist in the preparation of annual and interim budgets, including data for projections of income and expenditures by program and funds.
  • Work collaboratively with Human Resources on position control maintenance
  • Consult and coordinate with principals, directors, and other program administrators on their budget allocations on a regular basis
  • Assist in the submission of the adopted, interim budget and unaudited actual reports and related documentation to the County, State, or other external agencies
  • Prepare financial/budget analysis and reports as required or requested, including reports required by Local, State, and Federal Grantors
  • Assist in the preparation, planning, and management of the fiscal year-end closing process to assure validity and accuracy of annual financial statements.
  • Assist in the preparation of financial data for annual audit and tax return, prepare requested schedules, and act as a liaison with external auditors.
