About The Position

The Macomb County Finance Department is seeking qualified candidates to support two essential areas of our financial operations: Budget Services and Accounting Services. Each area plays a vital role in ensuring the County’s fiscal responsibility, long‑term financial stability, and commitment to transparent public service. Our Budget area focuses on countywide budget development, capital planning, financial forecasting, reporting, and support for financial systems. Our Accounting area supports County departments with day‑to‑day budget monitoring, financial forecasting, and actuals reporting.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration or related field
  • Five (5) years of finance and/or accounting experience; or three (3) years of experience in a government or non-profit accounting setting
  • Experience in financial analysis, grants compliance, or budget forecasting
  • Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
  • Knowledge of: Microsoft Office applications, including Excel and accounting information systems
  • Knowledge of: ERP or HCM systems, including Workday
  • Knowledge of: Budgeting, auditing, and financial analysis
  • Knowledge of: Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements
  • Knowledge of: Government Finance Officers Association (GFOA) best practices
  • Knowledge of: Federal, state, and local grant financial administration
  • Knowledge of: 2 CFR 200 - Uniform Guidance administrative requirements, cost principles, and audit requirements for federal awards
  • Knowledge of: Financial analysis and reconciliation
  • Knowledge of: Grant reporting procedures
  • Knowledge of: Tools for long-range planning, statistical analysis, and trend modeling
  • Knowledge of: Government budgeting, labor contracts, and grants that operate under statutory or administrative rules

Responsibilities

  • Prepares, analyzes, and presents complex financial reports and briefing materials for internal management, executive leadership, governing bodies, and external stakeholders, including government entities and grantors, to support strategic decision-making.
  • Performs high-level balance sheet reconciliations, including bank accounts and interfund transactions; identifies and resolves discrepancies.
  • Ensures cost allocation methodologies are accurately maintained and aligned with regulatory requirements.
  • Supports ERP system configuration, financial reporting, and budget monitoring tools while leading process improvements through automation, documentation, and system enhancements to improve efficiency and data accuracy.
  • Coordinates the annual budget development process, including the collection and consolidation of departmental submissions, and reviews for accuracy and policy compliance.
  • Assists departments in developing and revising budgets, analyzes budget-to-actual variances, and evaluates the fiscal impact of policy decisions, program changes, and new initiatives.
  • Serves as technical resource to stakeholders while providing guidance on budgeting, accounting, and financial reporting.
  • Coordinates and reviews work products for accuracy, policy compliance, and alignment with County financial guidelines.
  • Assists in preparing financial statements Annual Comprehensive Financial Report (ACFR) and Schedule of Expenditures of Federal Awards (SEFA), including research, data analysis, corrections, supporting documentation, notes, statistical tables, schedules, and other supplemental materials.
  • Supports financial administration of grants, including budgeting, expenditure tracking, reporting, and compliance with federal, state, and local requirements, including Uniform Guidance (2 CFR 200).
  • Evaluates accounting policies and procedures to reflect changes in business conditions, processes, and accounting guidance.
  • Provides training, guidance, and technical support to Finance staff and County departments, promoting cross-functional collaboration and consistent application of financial policies and procedures.
  • Operates an automobile to perform assigned job functions.
  • Performs related duties as assigned.
