About The Position

Under the general direction of the Deputy Director of Fiscal Services, the Program Manager provides managerial-level coordination and oversight of the fiscal operations of the Department. This position will lead the Operating Budget and Fiscal Support section of the Fiscal Division and is responsible for the development and administration of the annual operating budget, multi-year financial forecasting and analysis, budget monitoring and projections, and preparation of cost estimates and scenarios for budget and operational decision-making, including the analysis of complex payroll data. The position also manages professional and clerical support staff; oversees core fiscal functions, including billing, accounts payable, procurement card administration, and petty cash, as well as organizational management system changes; develops and implements department-wide internal controls; represents the Department at City Council and Committee meetings; establishes section goals and priorities within the Fiscal Division; and administers departmental policies while ensuring adherence to City policy and regulations.

Requirements

  • Possession of a Bachelor’s Degree in finance, business administration, economics, or closely related field.
  • Three (3) years of progressively responsible relevant experience.
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.

Nice To Haves

  • A Master’s Degree is highly desirable.
  • Municipal government experience is highly desired.
  • Experience in developing and monitoring operating and/or capital budgets.
  • Knowledge and experience working in Enterprise Resource Planning/SAP systems.
  • Strong analytical abilities and project coordination skills.
  • Ability to manage multiple competing priorities in a fast-paced environment while meeting established deadlines.
  • Excellent written and verbal communication skills and attention to detail.
  • Strong interpersonal skills with the ability to effectively communicate with various audiences, including outside agencies and other City departments.

Responsibilities
