About The Position

The Fiscal Manager is a key person in the operation and support of the agency. The position reports directly to the Director of Finance and is an indirect report of the Executive Director. All staff in the Finance Office report directly to the Fiscal Manager. The responsibilities of the role include management of daily fiscal and clerical operations, ensuring accuracy in reporting, maintaining compliance with funding sources and adhering to the policies and procedures of these operations.

Requirements

  • Associate's in accounting with 4 years' experience
  • Pennsylvania State Police Background Check

  • Bachelor's in accounting with 2 years' experience in accounting/management.
  • Experience in supervision preferred.

Responsibilities

  • Responsible for month end close and reporting.
  • Direct and/or complete monthly reconciliation of the general ledger.
  • Create and post journal entries to the general ledger.
  • Analyze and reconcile all balance sheet accounts.
  • Oversee billing functions to all funding sources.
  • Prepare Accounts Receivable Reconciliation.
  • Establish procedures and processes to maintain strict oversight of Agency billing requirements and problem resolution as related to the request for funds.
  • Backup for AR Specialist.
  • Oversee payroll and monthly, quarterly and annual reporting.
  • Reconcile payroll accounts in the general ledger.
  • Backup for the Payroll Specialist.
  • Work with the Next Door Program Coordinator and Director to apply for federal, county and city funding contracts and maintain encumbrance spreadsheets to ensure appropriate spending.
  • Oversee the Accountant’s preparation of monthly reimbursement invoicing and weekly processing of payments.
  • Maintain Fixed Asset electronic transactions and permanent files.
  • Daily supervision of Administrative staff.
  • Supervise staff in completion of monthly and annual general ledger close responsibilities.
  • Office and facility management responsibilities which include directing daily activity, office procedure, storage of fiscal records and oversight of administrative duties.
  • Prepare and deliver financial data to various outside agencies and Director of Finance.
  • Verify the accuracy of all data reported.
  • Responsible for completion of audit schedules and requests.
  • Assists auditors in preparation of all Agency audits.
  • Coordinate staff responsibilities for audit.
  • Prepares, monitors and reports on all Agency budgets and funding source requests.
  • Attend board meetings monthly.
  • Present financial statements to the board in absence of Director of Finance.
  • Additional duties and/or projects as assigned by the Director of Finance and/or Executive Director.
  • Follow and support Agency philosophy, policies and procedures.
