About The Position

The Fiscal Management Specialist 4 role with the Pennsylvania Department of Aging (PDA) offers a chance to guide important financial decisions that support older adults across the Commonwealth. This position leads the Department’s budgeting, contracting, and procurement activities to ensure funds are managed responsibly and programs receive the support they need. As the Budget Division Chief, you will be tasked with managing the PDA budget, contract management and procurement operations.

Requirements

• One year as a Fiscal Management Specialist 3; or Three years of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or An equivalent combination of experience and training.
• A minimum of two years of professional full-time experience performing fiscal or accounting duties within an SAP or similar Enterprise Resource Planning (ERP) environment.
• Must meet the PA residency requirement.
• Must be able to perform essential job functions.

Responsibilities

• Guide development, review, and oversight of Department budgets, financial models, and fiscal analysis
• Manage tracking of federal and state funds, research variances, and direct account coding to ensure accuracy
• Supervise contract development, settlement, and monitoring to support program and departmental needs
• Oversee procurement methods and provide staff with the information needed to process purchases and invoices
• Maintain expertise in SAP, AO, JAGGAER, and E-Marketplace to complete budget and contracting functions
• Coordinate with program staff to identify fiscal requirements and support compliance with federal and state directives
