About The Position

The State of Connecticut Department of Transportation (CTDOT) is recruiting for a Fiscal/Administrative Manager 1 position within the Bureau of Finance and Administration, Division of Financial Management and Support (FMS), specifically for the Bureau of Public Transportation. This role involves overseeing financial monitoring, support, and contractual oversight for CTDOT's operating units. The division handles financial services for construction, including contractor payments, consultant inspection oversight, purchase orders, payroll assistance, and construction project budget management. It also manages accounting and administrative functions for real property acquisition, leasing, and sale of state land, including budget creation, processing, and payment processing for consultants, appraisals, and land. Additionally, the division supports engineering design, public and private utilities, and provides accounting and budget services for materials testing and environmental services. For Public Transportation, the division is responsible for all accounting functions related to FTA/Transit/Rail operations and capital services, including budget creation, purchase orders, project and grant close-outs, billings, deposits, federal and project reporting, vendor invoice review, and audit coordination.

Requirements

  • Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function.
  • One (1) year of the General Experience must have been supervising professional level staff.
  • Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting.
  • Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration.
  • Considerable interpersonal skills.
  • Oral and written communication skills.
  • Considerable ability to understand and apply relevant state and federal laws, statutes and regulations.
  • Ability to prepare and analyze financial and statistical reports.
  • Ability to analyze budgetary and related problems.
  • Ability to utilize EDP systems for financial management.

Responsibilities

  • Oversee the accounting and record keeping associated with Bus Transit, Ferries and Rail operations.
  • Oversee the creation, processing, and approval of budgets, general purchase orders, and payroll-related assistance.
  • Oversee Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) federal compliance reporting and closeout process.
  • Responsible for Bus Transit, Rail Operations and Ferries budget planning and forecasting.
  • Oversee the daily deposit processing.
  • Oversee review, recordkeeping, and processing of all Bus Transit, Ferries and Rail operations and capital service vendor invoices.
  • Provides staff training and guidance and conducts Performance Evaluations.
  • Schedules, assigns, oversees and reviews the work of staff.
  • Provides staff training and assistance.
  • Conducts performance evaluations.
  • Determines priorities and plans unit work.
  • Establishes and maintains unit procedures.
  • Develops or makes recommendations on the development of policies and standards.
  • Interprets and administers pertinent laws.
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures.
  • Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis.
  • Assists in planning and implementation of financial aspects of EDP systems.
  • Utilizes EDP systems for financial records, reports and analyses.
  • Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation.
  • Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration.
  • In a facility, in addition to the above, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies.
  • Formulates policies and procedures related to state agency procurement and programmatic and fiscal management of health and human services purchase of service contracts and personal service agreements.
  • Designs, develops and implements statewide standards, goals and objectives for contracting, rate setting, payment, accounting, budgeting, auditing and other fiscal and administrative procedures to assure fiscal accountability for contracting.
  • Provides direction, interpretation and guidance to state agency fiscal/administrative staff involved with contracting.
  • Reviews with state contracting agencies the budgetary impact of any privatization contract and need for any budget adjustments.
  • Works with state agency contracting staff to implement requirements of the State Contracting Standards Board.
  • Researches, interprets and administers pertinent laws and regulations.
