About The Position

Thurston County Prosecuting Attorney’s Office is seeking a professional, motivated, and dependable candidate for the position of Fiscal Manager to join our leadership team. A successful candidate will be responsible for the financial health, budgeting, and accounting operations of the Thurston County Prosecuting Attorney’s Office. This senior leadership position will direct daily accounting functions and ensure compliance with state, federal, and local financial regulations.

Requirements

  • Bachelor's degree in Finance or Business Administration. Coursework must have included college-level commercial and/or governmental accounting courses.
  • Additional related-experiences may be substituted for education on a year for year basis.
  • Must have a minimum of four years progressively responsible experience in accounting with at least two years in governmental accounting.
  • Two years supervisory experience required.
  • Must have the ability to proficiently utilize a personal computer and appropriate software to successfully perform essential functions of the position.

Nice To Haves

  • Deep understanding of fund accounting, Generally Accepted Accounting Principles (GAAP), and regulations unique to public agencies, such as GASB standards.
  • Proficiency in creating, monitoring, and projecting large-scale budgets and forecasting revenues and expenditures.
  • Ability to administer local, state, and federal grant requirements, ensuring compliance and accurate reporting.
  • Advanced capability with financial management tools, Enterprise Resource Planning (ERP) systems, and complex spreadsheet applications.
  • Ability to partner interdepartmentally to develop, allocate and monitor budgets.

Responsibilities

  • Managing the office’s ongoing budget and preparation of the annual budget.
  • Preparing mid-year revisions and transfers.
  • Supervising the accounting and budgetary functions of the office and overseeing office payroll functions.
  • Ensure our financial systems meet the General Accepted Accounting Principles (GAAP) and all local and state accounting and budget requirements.
  • Design, develop, and prepare complex financial management reports for use in office decision making and policy setting as well as completing other internal and external reporting requirements. Involves independent project work, evaluation and development of useful data and information.
  • Administer department grant and contract management requirements to assure fiscal requirements are followed. Maintains grant receivables. Represents the office in dealing with State and Federal grant sources regarding accounting and fiscal information.
  • Recommend and implement approved policies and procedures to assure effective functioning of the accounting activities of assigned area and assure compliance with accounting standards and requirements.
  • Conducts periodic internal audit of accounting programs, expenditures, and activities to assure compliance with local, state and federal requirements and with any applicable grant or contract requirements.
