About The Position

This position will report to the Chief Financial Officer and works closely with Agency Leadership to assist with interpreting proposed legislation with possible financial impact and agency budget related issues. This position will work with Financial Services and the Legislative Liaison team in reviewing and developing responses and financial analysis to the Office of Strategic Planning and Budget (OSPB), the Joint Legislative Budget Committee (JLBC). This position will also be responsible for leading the development of complex rulemaking packages involving the establishment or revision of agency fees which includes legal and financial research and interpretation. Working knowledge of GAAP, the State of Arizona Accounting Manual, state budget and legislative processes, financial planning, agency strategic planning, and explaining complex financial analysis and processes to Executive Level Leadership is required for this position. This position will also play a key role in development and analysis of the agency budget submission. This will include assisting and advising on proposed agency budget requests related to the budget submission and agency strategic planning. This will include researching complex state and federal laws, contracts, and guidance documentation and making recommendations to the Chief Financial Officer and Executive Leadership. This position will also assist in development and management of strategic financial/operational projects impacting the agency.

Requirements

Knowledge of financial accounting methods.
Generally Accepted Accounting Principles (GAAP)
Knowledge of principles, concepts, practices, methods, and techniques of government accounting and financial management.
Advanced knowledge of budget procedures and grant management.
Advanced working knowledge of policies, procedures, programs and business goals.
State government processes

Responsibilities

Develop and advise on activities related to strategic financial analysis and operational plans for business units within the agency including responses to OSPB and JLBC for proposed legislation and executive budgets.
Develop, plan, coordinate, and submit the annual agency executive budget. This includes review of fiscal analysis, coordination of responses from agency teams, and coordination with agency finance teams. This position will also coordinate the development and review of agency budget packages and advising the Agency Leadership Team.
Develop and advise on fee establishment and revision rulemaking packages for the agency including complex fiscal analysis and interpretation of state/federal laws and policies.
Advise, develop, and review agency policies and procedures, CQI strategies, and strategic planning and projects with Financial Services Leadership and Agency Leadership.
