About The Position

This is a National Guard Title 5 excepted service position in the United States Property and Fiscal Office, National Guard. The Financial Management Analyst (GS-0501-09) serves as a subject matter expert for day-to-day processing across the section’s systems and as a liaison with adjacent departments. The position provides professional pay services, including examining, analyzing, presenting, and interpreting pay entitlements for Soldiers, Civilians, and Vendors. It requires independent review of pay accounts and reconciliation, correction, and resolution of complex pay conditions.

The position is designated as Essential Personnel and may require duty in preparation for, or in response to, a state emergency or disaster declaration. The vacancy does not meet the criteria for appointment of annuitants, and veterans’ preference does not apply because this is an internal merit promotion vacancy.

Requirements

• Skill in collecting and analyzing data effectively, efficiently, and accurately.
• Skill in applying procedures and directives by reading and interpreting program material.
• Skill in presenting formal training presentations and briefings.
• Ability to prepare reports and presentation formats.
• One year of specialized experience equivalent to at least the next lower grade level, including independently conducting comprehensive reviews of pay accounts and applying finance and accounting rules and procedures.
• Ability to establish effective professional working relationships with coworkers and customers.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a two-year trial period.
• Participation in direct deposit is mandatory.
• Must achieve the appropriate financial management workforce certification level within two years of notification of applicable certification requirements, or within an approved extension period.
• For positions requiring a security clearance, must possess or be able to obtain a Secret or Top Secret clearance within one year of appointment.
• For positions requiring operation of motor vehicles, must have a valid state driver’s license for the state in which the employee lives or is principally employed.
• Applicants relying on education must provide official transcripts and documentation supporting their educational claims.
• Must meet the stated graduate education requirement in a qualifying discipline, qualify through the specified graduate-degree or graduate-credit alternatives, or use an eligible combination of education and experience beyond a four-year degree in a related field.

Responsibilities

• Serve as the subject matter expert for day-to-day processing across systems used within the section.
• Act as a liaison with adjacent departments as needed.
• Examine, analyze, present, and interpret pay entitlements for Soldiers, Civilians, and Vendors.
• Independently review pay accounts and reconcile, correct, and resolve complex pay conditions.
• Conduct comprehensive examinations and reviews of pay accounts for Soldiers, Civilians, and Vendors.
• Analyze finance and accounting data, records, and reports for conformance to federal appropriation law.
• Determine eligibility for pay entitlements under current and superseded rules and regulations.
• Evaluate customer claims for validity, accuracy, and completeness.
• Prepare documentation to pay or collect entitlements and adjust affected taxes based on account analysis.
• Review records, original orders, and supporting documents to determine whether pay entitlements or tax refunds exist and whether credits or payments comply with administrative regulations and procedures.
• Ensure work is processed in accordance with established guidelines, regulations, policies, and procedures.
