The Utah Department of Natural Resources (DNR) is seeking a Finance Director to direct and manage the fiscal activities of DNR. This is a career service exempt job which has a direct reporting relationship to the Department Head and Deputy Directors. The Finance Director directs and manages the fiscal activities for DNR by performing the following duties: Serves as the department's chief fiscal officer; advises executive, division, and agency directors regarding fiscal operations; develops and implements department procedures and controls; manages and reviews the formulation of the department's appropriation and division/region budget requests; estimates and analyzes program needs, priorities, revenue sources, federal matching money and legislation; manages the allocation of federal, state or other grants; evaluates and applies executive and legislative guidelines for agency budget preparation and process; assists department executive staff by providing detailed analysis of requests, and defends proposals to the Governor, Legislature, Office of Planning & Budget and the Office of Legislative Fiscal Analysts. Advises department executives and managers of fiscal problems and alternatives to minimize impact of revenue cutbacks and shortfalls; explains and interprets state/federal guidelines to agencies and subordinate staff; and provides reports to agency management, the Governor's office, Legislature and federal government on agency fiscal activity. Supervises professional level personnel in fleet, and accounting by making hiring recommendations, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions to include termination. Oversees legislative fiscal note submissions.
