About The Position

VHA Home HealthCare (VHA) is seeking a Finance Billing Lead to execute a portion of non-OHH billings. This role involves revenue contract management, billing, collections, revenue recognition, reporting, and analysis. The position also provides coverage for Billing Coordinators/Finance Assistants and offers operational oversight of the Finance Team Assistant, including assigning, coordinating, and monitoring daily activities. The incumbent will oversee billings, collection efforts, workday integrations, and ensure proper record keeping. Additionally, this role supports team effectiveness, cross-functional collaboration, and continuous process improvement within a positive, accountable, and solutions-oriented team environment. The Finance Billing Lead will also assist the Revenue Cycle Manager with ad hoc analysis, reporting, and special projects, demonstrating flexibility and responsiveness to evolving business needs. This position has one direct report and is accountable for the day-to-day guidance, coordination, and performance oversight of the Finance Team Assistant.

Requirements

  • Post secondary degree or diploma in a related field – business, accounting, finance
  • 5 years of billing experience
  • Demonstrated ability to effectively prioritize multiple responsibilities and meet deadlines in a fast-paced environment
  • Sound judgment and decision-making skills, particularly in resolving billing-related issues
  • Willingness and flexibility to support special projects and ad hoc assignments as required
  • High level of accuracy and proficiency in data entry
  • Excellent written and verbal communication skills, with the ability to clearly articulate information to a variety of internal and external stakeholders
  • Strong technical proficiency in a Windows environment, including Microsoft Office applications (Excel, SharePoint, Outlook) and other relevant systems.
  • Strong analytical skills with a high degree of attention to detail
  • Demonstrated adaptability and openness to learning new processes, systems, and tools in a changing environment
  • Effective problem-solving skills, with the ability to analyze and resolve a range of billing-related issues

Responsibilities

  • Oversee the full revenue cycle function, including revenue contract management, billing, collections, and revenue recognition.
  • Ensure the accuracy, completeness, and timeliness of invoicing across multiple programs and funders.
  • Maintain strong internal controls over revenue recognition, funding deferrals, and financial data integrity.
  • Proactively monitor billing workflows to identify risks, delays, or discrepancies and update SOPs as needed.
  • Provide clear direction, assign daily tasks, and monitor completion to ensure efficiency and accuracy.
  • Review work outputs regularly and provide constructive, timely feedback.
  • Oversee assigned tasks and manage any escalations from program teams/clients.
  • Prepare, analyze, and validate reporting and billing data for PSW PCEP and HSAA (Ontario Health at Home) programs, ensuring accuracy, compliance, and timely delivery of insights to support management decision-making.
  • Ensure accuracy and integrity of non-OHH accounts receivable data and reconciliation.
  • Investigate and resolve complex billing issues and escalations from staff and service providers providing support to Finance Team assistants as needed.
