About The Position

The Florida Department of Corrections (FDC) is seeking a versatile and dedicated professional to serve as the Field Office Manager at Mayo Correctional Institution. This position is a Selected Exempt Service (SES) position located at Mayo Correctional Institution and is not a telework position, requiring the incumbent to report to the FDC office in the area it serves. The Field Office Manager (FOM) is a position of special trust, performing day-to-day financial functions, serving in an advisory capacity to Institutions executive leadership, and providing critical accountability measures. The financial functions include administering procurement processes and activities while ensuring budget compliance and providing accurate budgetary coding and projections. The FOM oversees human resources operations for the Institution and is responsible for monitoring and ensuring compliance for human resources functions.

Requirements

  • A high school diploma or its equivalent
  • Eight (8) years of experience in performing and/or managing financial services (finance & accounting, procurement, budget compliance) and/or human resources/personnel.
  • College education from an accredited institution can substitute for experience as outlined below: Advanced degree and two (2) years of the required experience, Bachelor’s degree and four (4) years of the required experience, Associate degree or professional certification within the area of financial services and six (6) years of the required experience.

Responsibilities

  • Directs the institution's budgetary processes, ensuring real-time expenditure tracking, responsible for accurate projections, budgetary coding, and compliance with financial regulations. Advises executive leadership on budgetary issues and annual budget recommendations.
  • Responsible for administering the procurement functions and activities, approves all purchase requisitions for compliance with all agencies polices, rules and regulations, correct budgetary coding, and price verification.
  • Manages all the various general services functions located at the institution. Implements new agency initiatives (e.g., cell phone, wireless, and analog communications) and monitors success and completion of initiative.
  • Responsible for verifying the disbursement and accounting of all commodities and supplies are recorded correctly. Ensures proper documentation of expenditures on blanket purchase orders to maintain a consistent receipt of commodities/supplies throughout the year.
  • Oversees and manages administrative reporting, research, and analysis for the Institution.
  • Oversees and manages all Human Resource Programs for the institution that include, but are not limited to employee and labor relations, recruitment and selection, drug testing, timesheet and payroll processing, new employee orientation, separations, employee benefits, attendance and leave programs (Family and Medical Leave Act (FMLA), Workers Compensation, Donated Sick Leave).
  • Provides assistance and guidance in the interpretation and application of policies pertinent to collective bargaining unit employees and issues related to the application of the unit employee contracts and the proper handling of contractual processes which includes the discipline process, PERC appeal process, grievance process and step 1 responses. Also supports the Warden as a representative for voting as it relates to F.S. 447.307.
  • In the absence of the Human Resource Consultant (HRC), the FOM serves as the point of contact for all HR related matters and expected to ensure all HR programs for the Institution are administered.
