The position emphasizes system turnover, mechanical completion requirements, punch-list management, field verification, and Pre-Startup Safety Review (PSSR) execution.

Requirements

  • Bachelor's degree in engineering, construction management, engineering technology, or a related technical field; equivalent experience may be considered.
  • Five or more years of experience in field engineering, construction, commissioning, project completion, or industrial facility execution.
  • Demonstrated experience with system turnover, mechanical completion, punch-list management, and PSSR activities.
  • Ability to read and interpret P&IDs, equipment drawings, specifications, electrical one-lines, and vendor documentation.
  • Working knowledge of Management of Change, Process Safety Management, Process Hazard Analysis, and startup-readiness requirements.
  • Strong communication, documentation, coordination, and problem-solving skills.
  • Ability to work in active construction and operating environments, including extended hours during commissioning, turnaround, and startup activities.

Nice To Haves

  • Experience in refining, petrochemical, chemical processing, pipeline, terminal, power, or other industrial facilities.
  • Experience with brownfield projects, turnarounds, tie-ins, phased commissioning, or major capital projects.
  • Experience with electronic completion-management, document-control, scheduling, or project-management systems.
  • Experience with contractor coordination, quality documentation, functional testing, loop checks, pressure testing, flushing, energization, or equipment startup.

Responsibilities

  • Provide field engineering support during construction, commissioning, and startup.
  • Verify that installed equipment, piping, electrical, instrumentation, controls, and safety systems conform to approved drawings and specifications.
  • Develop and maintain system boundaries, turnover sequences, acceptance criteria, and system completion status.
  • Coordinate turnover packages, including drawings, P&IDs, vendor data, inspection and test records, calibration certificates, redlines, and as-built documentation.
  • Lead system walkdowns and identify incomplete, deficient, or nonconforming work.
  • Develop and maintain punch lists by system, discipline, responsible party, and required completion date.
  • Classify punch-list items as pre-startup, post-startup, deferred, or contractual work.
  • Assign ownership, prioritize critical items, track status, and drive timely closure of punch-list items.
  • Verify completed corrective work in the field and ensure supporting documentation is included in turnover packages.
  • Coordinate with Operations and Maintenance to confirm deferred or post-startup items are properly transferred and managed.
  • Report open punch-list risks and turnover constraints to project leadership.
  • Plan, coordinate, and participate in PSSR activities for new or modified facilities and systems.
  • Confirm construction completion, equipment integrity, testing, safety-system readiness, procedures, training, and required documentation.
  • Track MOC, PHA, PSSR, and pre-startup actions to completion or approved disposition.
  • Coordinate field verification with Operations, HSE/Process Safety, Engineering, Maintenance, Quality, and contractors.
  • Obtain required approvals before systems are placed in service or startup begins.
  • Support Operations during commissioning and initial startup.
