About The Position

The City of Chandler Public Works & Utilities Department is seeking qualified individuals for a Contract Compliance Senior Specialist (Federal Compliance Coordinator) position within the CIP division. This role is crucial for maintaining the City of Chandler's Certification Acceptance (CA) status with ADOT, allowing the city to independently administer federally funded transportation projects. The successful candidate will be the subject matter expert on federal project compliance, reviewing and implementing requirements from the Certified Agency Manual and developing internal procedures to ensure compliance with FHWA, FAA, ADOT, and other federal regulations. The position works closely with project managers, construction managers, contractors, consultants, and regulatory agencies to ensure federally funded projects meet all applicable laws, regulations, and funding requirements.

Requirements

  • An associate’s degree or two years of college
  • 2 years of experience in performing paraprofessional duties in a construction environment, including some experience in contract administration
  • Obtaining ADOT Field Reports Certified Payroll Training, within 6 months of hire or promotion
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work

Nice To Haves

  • Working knowledge and experience with Federal Standards (i.e., Davis Bacon, Construction, Civil Rights, HUD, FTA FAA, and FHWA Related Acts, etc.)

Responsibilities

  • Administering and monitoring certified payrolls
  • Reviewing time and material documentation
  • Overseeing Disadvantaged Business Enterprise (DBE) compliance and reporting
  • Managing prompt pay and DBE tracking systems
  • Ensuring federal reporting requirements are met
  • Conducting compliance reviews of job site posters, daily reports, subcontractor documentation, pay applications, material certifications, Build America, Buy America (BABA) requirements, federal waivers, and Title VI requirements during construction
  • Establishing and maintaining project files to ensure audit readiness
  • Performing internal compliance audits
  • Reviewing contractor penalties related to federal requirements
  • Verifying required project records and logs are maintained
  • Presenting federal compliance requirements during pre-construction meetings
