About The Position

The Executive Director of the Tribal Health Center has overall operational responsibility and oversight of Washoe Tribal Health. The Executive Director of the Tribal Health Center is responsible to lead by example, setting clear strategies and performance expectations in an environment of participation and collaboration with senior management, physicians, community stakeholders, Tribal Council, and the governing board. The Executive Director of the Tribal Health Center serves as the chief administrative officer, providing leadership and implementing policies and programs to carry out the work of the organization and to ensure it remains responsive to the Washoe community it serves.

Requirements

Master’s Degree in Healthcare, Hospital, Business or Public Administration, or related field required.
Substantial (5+ years) general management experience in a complex, multi-faceted healthcare setting required.
Significant knowledge of applicable federal and state laws and regulations related to healthcare delivery.
Prior experience in financial management, program development, personnel management, quality improvement, and project management.
Significant experience in working with a multi-disciplinary group practice managing through influence and collaboration.
Proven experience to work effectively with individuals, families, or the community to assist them in achieving satisfactory solutions to issues related to healthcare delivery.
Demonstrated ability to analyze situations accurately, take effective action, and think and plan strategically.
Ability to lead and manage through influence and change.
Knowledge of computer software desired: Word, Excel, Outlook, and PowerPoint. Demonstrated knowledge of EHR systems.
Demonstrated ability to build effective teams, physician relationships, and multi-disciplinary organizational partnerships.
Ability to effectively communicate both verbally and in writing to various individuals, cultures, and groups.

Obtain or possess a valid driver’s license for either the State of Nevada or California within 30 days

Responsibilities

Provides leadership, direction, and oversight for tribal health management and clinical staff. Drives financial and quality goals. Translates complex strategies into aggressive and achievable team/individual goals, targets, and action plans that deliver results.
Maintains ongoing feedback, measurement, and assessment processes that determine progress to plan and, if necessary, lead to course correction.
Participates in talent planning to ensure recruitment and development of high-performing staff. Shapes roles and assignments in a way that maximizes individual capability and performance contribution.
Uses a data-driven approach to understanding complex issues, assessing, and designing solutions. Drives financial and quality goals.
Translates complex strategies into aggressive and achievable team/individual goals, targets, and action plans that deliver results.
Demonstrates high visibility networking and interacting with key stakeholders to inform and advise on strategic initiatives, progress, healthcare trends, etc. Builds solid effective relationships with stakeholders.
Exhibits excellent communication, presentation, and listening skills that secure commitment and alignment with the strategic plans of the organization.
Maintains high ethical standards and integrity consistent with Washoe Tribal values and compliance expectations. The Executive Director of the Health Center must be knowledgeable about personnel regulations applicable to tribal employees, civil servants, and Public Health Service staff and provide appropriate administrative supervision to subordinate staff as needed.
Responsible for tribal health operations, service delivery, quality assurance, improvement, credentialing, capital equipment, and other programs of tribal health, including special projects and committees to assure appropriate functioning. Reviews and approves goals and objectives of each service or program area for compliance with program performance standards and budgets.
Coordinates efforts related to service changes and implements new services, programs, and practice models. The Executive Director of the Health Center establishes and determines the priorities of health care services needed for personal services, space, equipment, and supplies, and allocates the available funds accordingly.
Facilitates the implementation, development, and monitoring of service, quality, and utilization standards and continually evaluates/improves service delivery by initiating or promoting best practice models. Works creatively with IHS partners at the local, regional or national level to provide cost-effective quality health care for patients.
Optimizes revenues to increase third-party reimbursement for clinical services provided. Assists with identifying and supporting the successful application and securing grant funding opportunities to enhance clinical services. Oversees the management of resources allocated to the facility. Assures resources are allocated to maximize improvements in quality, service access, and staff and patient satisfaction.
Assists with the development and administration of policies, standards, practices, and procedures and assures compliance with administrative, legal, and regulatory requirements of tribal health, Indian Health Service, and other government/accrediting agencies. Assures that the Washoe Tribe of Nevada and California obtains and maintains AAAHC accreditation. Responsible for reporting required by the Indian Health Service contract, health board governing body, and the Tribal Council.
Participates in community relations activities to enhance the image, reputation, and involvement of Tribal Health in tribal communities. May represent the organization in activities involving leaders in business, government, labor, the community at large, Tribal Council, Executive Health Board, and health care community.
Consistently supports compliance and the principles of responsibility by maintaining the privacy and confidentiality of information, protecting the assets of the Tribe, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state, local laws and regulations, accreditation and licensure requirements (if applicable), and the Washoe Tribe of Nevada and California and Indian Health Services.
