About The Position

The Executive Director of Properties and Facilities provides strategic and operational leadership for the Coquille Indian Tribe’s properties, facilities, maintenance, security, and related functions. Reporting to the Chief Executive Officer, this position provides executive oversight of assigned departments and ensures Tribal properties, infrastructure, and security are effectively managed, sustainable, and aligned with the Tribe’s strategic priorities. The Executive Director oversees the Facilities Department Director, Security Manager, and other assigned functions. This position leads long-range property and capital planning, establishes departmental priorities, provides budget oversight, and ensures effective coordination across assigned departments. The Executive Director also serves as a strategic advisor to the CEO regarding Tribal properties, facilities, infrastructure, security, and related organizational needs.

Requirements

  • Bachelor’s degree in Facilities Management, Construction Management, Business Administration, or a related field required, equivalent experience may be considered.
  • Minimum of seven (7) years of progressively responsible leadership experience in facilities management, property management, capital planning, construction, public administration, or related functions.
  • Demonstrated experience leading complex organizational functions and providing strategic oversight of multiple programs or departments.
  • Minimum 5 years’ experience supervising senior-level Facilities and Maintenance managers, department directors, and multidisciplinary teams required.
  • Significant experience with facility maintenance planning, capital planning, budgeting, and implementation required.
  • Experience overseeing significant capital improvement, construction, renovation, property, or infrastructure projects required.
  • Experience developing and managing operating and capital budgets required.
  • Experience providing leadership or oversight of security programs required.
  • Valid driver’s license in good standing required.
  • Must successfully pass a pre-employment drug screen and required background checks.

Nice To Haves

  • Knowledge of applicable Tribal, federal, state, and local requirements related to facilities, construction, and security, preferred.
  • Experience working in Tribal government, government, or another complex multi-department organization preferred.
  • Knowledge and understanding of Tribal sovereignty and Tribal government operations preferred.

Responsibilities

  • Provide executive leadership and oversight for Tribal properties, facilities, maintenance, security, and other assigned functions.
  • Establish strategic priorities, goals, and performance expectations for assigned departments and ensure alignment with organizational priorities.
  • Develop and execute long-term strategic plans for Tribal properties, facilities, capital needs, and security.
  • Establish and oversee budgets for assigned departments and monitor expenditures to ensure fiscal accountability and effective use of Tribal resources.
  • Advise the CEO on property, facility, infrastructure, capital improvement, security, and emergency preparedness priorities.
  • Evaluate departmental performance, service levels, organizational needs, and resource requirements and recommend improvements as appropriate.
  • Represent the Tribe in interactions with Tribal, local, state, and federal agencies and external partners regarding assigned areas of responsibility.
  • Provide executive oversight of the maintenance, improvement, and effective management of Tribal buildings, properties, lands, and infrastructure.
  • Ensure appropriate systems and processes are in place to maintain safe, functional, and well-maintained facilities in accordance with applicable requirements and Tribal priorities.
  • Lead long-range capital and property planning, including development of capital improvement plans, maintenance priorities, and appropriate reserve or sinking-fund strategies.
  • Provide oversight of significant capital projects, property improvements, leases, contracts, and vendor relationships.
  • Partner with Tribal leadership and departments regarding space planning, property utilization, sustainability initiatives, future facility needs, and long-term infrastructure planning.
  • Monitor the condition and utilization of Tribal properties and recommend investments, improvements, or other actions necessary to protect Tribal assets and support organizational needs.
  • Provide executive oversight of the Tribe’s security functions and support the Security Manager in establishing and maintaining effective security programs, practices, and procedures.
  • Ensure security services and resources are appropriately aligned with the needs of Tribal facilities, employees, visitors, programs, and activities.
  • Support the development and implementation of security plans, protocols, training, and response procedures.
  • Monitor significant security concerns, incidents, trends, and organizational needs and ensure appropriate follow-up and preventive measures are implemented.
  • Promote effective coordination among Security, Facilities, Emergency Management, Human Resources, Information Technology, and other departments when addressing security-related matters.
  • Support coordination with Tribal Police, local law enforcement, emergency services, and other external agencies when appropriate.
  • Provide leadership, coaching, mentorship, and performance management to assigned department directors and managers.
  • Establish clear expectations and accountability for department performance, service delivery, budgets, projects, and organizational priorities.
  • Develop department leaders and support succession planning and continued professional development within assigned functions.
  • Foster collaboration across divisions, departments, and Tribal entities to improve coordination and effective use of Tribal resources.
  • Champion initiatives that promote organizational effectiveness, cultural respect, stewardship of Tribal resources, security, preparedness, and community well-being.
  • Participate as a member of the executive leadership team and contribute to organization-wide strategy, planning, and decision-making.
  • Collaborate with executive leadership on organizational initiatives and priorities that cross departmental or functional areas.
