About The Position

Richland Library is seeking to hire a Full-Time Evaluation and Impact Manager at our Main location. This role develops and implements evaluation frameworks and methodologies to assess the impact of library services, programs, and projects. The manager conducts evaluations from start to finish, including stakeholder engagement, program definition, evaluation design, evidence gathering, and conclusion. They offer expert advice and strategic recommendations based on evaluation findings to inform decision-making by the Administration and Executive Leadership Team. The position fosters a culture of evaluation and continuous improvement by providing training, technical assistance, and resources to strengthen monitoring and evaluation capabilities across the system. The manager advises project teams in the development of measurable outcomes and engages with, listens to, and learns from a broad range of evaluation partners, encouraging their meaningful participation. They perform rigorous data analysis, including quantitative and qualitative methods, to measure program effectiveness, identify trends, and provide actionable insights. This role manages new and ongoing evaluations for projects, grant programs/initiatives, and the Library’s programs and services; oversees data collection, tracking, and analysis for evaluations; and guides grant project teams in implementing outcome evaluation and reporting as required by grant funders. The manager advises, partners with, and coaches team members to strengthen competencies for strong, ongoing program evaluation. They create compelling written materials, graphics, and presentations that tell the story of the library’s impact on the communities served and prepare written materials, graphics, and reports for publications related to data collection and evaluation initiatives and projects. The role also involves functioning in a safe manner and reporting all safety hazards per established policies and procedures, attending and participating in staff and professional group meetings, and staying current on new trends and best practices. Employees learn and consistently apply the Richland Library’s Brand Promises, providing outgoing, genuine, and high-quality customer service to all internal and external customers, and successfully ascertaining individualized needs and/or requirements for each customer. The role may require working outside of standard business hours, including nights and weekends based on organizational responsibilities and job requirements.

Requirements

  • Bachelor’s degree in Public Health, Social Work, Program Measurement & Evaluation or a related discipline
  • Three (3) years of directly related experience
  • An equivalent combination of education, certification, training, and/or experience
  • Must possess and maintain a valid State of South Carolina Driver’s License
  • Ability to drive a Library owned vehicle per established policies, procedures, and safety guidelines

Nice To Haves

  • Master’s degree in Public Health, Social Work, Program Measurement & Evaluation, or a related discipline
  • Three (3) years relevant experience in monitoring and evaluation for a public service agency or organization
