About The Position

AlphaGov is engaging an EV Program and Incentive Administrator for current public clean-transportation program work. The role supports agencies in designing, establishing, and operating EV rebate, voucher, and infrastructure incentive programs, including NEVI and CFI compliance and applicant support. The work is project-based and remote-first, with occasional client travel. AlphaGov confirms the scope, schedule, and fee with the consultant before each engagement begins. With the consultant’s authorization, AlphaGov may name them as an expert collaborator or key personnel on relevant proposals.

Requirements

• Demonstrated experience administering public incentive, rebate, grant, or voucher programs.
• Working knowledge of clean-transportation or energy program compliance, eligibility, and reporting.
• Ability to write program procedures and applicant guidance that a public agency can adopt.
• Comfort working as a 1099 project-based consultant in a remote-first arrangement with occasional client travel.

Nice To Haves

• Direct experience with NEVI, CFI, the VW mitigation trust, IRA, or state EV/EVSE rebate programs.
• Experience with fleet or freight electrification concierge services, technical assistance, or applicant support.
• Familiarity with grants management systems, CRM, or payment tracking used by state or local programs.

Responsibilities

• Design or improve EV rebate, voucher, and charger incentive program rules, workflows, and eligibility checks.
• Build application intake, review, award, and payment-tracking processes that agency staff can operate day to day.
• Advise on NEVI, CFI, VW, IRA, and state clean-fleet or EVSE program compliance and reporting.
• Draft applicant guidance, FAQs, scoring rubrics, and monitoring checklists.
• Support outreach to participating fleets, municipalities, dealers, and charging providers.
• Produce dashboards and reports showing applications, awards, spending, and outcomes.
• Contribute qualifications and past-performance narratives to AlphaGov proposals when authorized to be named.
