Requirements

  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions

Responsibilities

  • Lead workforce development projects and evaluate agency programs to determine progress and impact
  • Review reports, analyze program data, and assess contractor, vendor, and trainee adherence to program requirements
  • Maintain key data, monitor project outcomes, and identify ways to reduce underutilization of minority and women trainees in the construction industry
  • Review work statements, guide vendors to ensure contract fulfillment, monitor reports, and confirm billing accuracy
  • Provide instruction, guidance, and technical assistance to staff and partners to improve program operations
  • Work with public, private, and nonprofit employers to maintain productive partnerships
