About The Position

The Maryland Department of Transportation (MDOT) Secretary's Office (TSO) is seeking an experienced and highly skilled Equal Employment Opportunity Program Specialist (Program Manager II). This position is responsible for developing, directing, managing, coordinating, and disseminating all activities of MDOT’s Equal Employment Opportunity Program/Title VII. The role also serves as a liaison with recruitment, human resources, and senior management divisions. Key responsibilities include assisting with training and education for employees processing requests to ensure compliance with the American Disabilities Act (ADA) regulations, monitoring training compliance, conducting Sexual Harassment training as required by state law, participating in Sexual Harassment training updates, tracking TSO compliance, and collaborating with other modes within MDOT on best practices. This position reports to the Equal Employment Opportunity Manager.

Requirements

  • Possession of a bachelor’s degree from an accredited college or university.
  • Four (4) years of experience managing, developing, directing, or coordinating an equal employment opportunity program.
  • Two (2) years of this experience should include experience implementing an equal opportunity program or equal access compliance program or ensuring adherence to fair practice standards, including proven experience in conducting and drafting complex EEO investigations from start to closure.

Responsibilities

  • Serve as a professional consultant regarding every EEO/Diversity measure and affirmative action procedure that MDOT practices.
  • Establish policies and procedures, as well as short and long-term EEO goals and strategies.
  • Ensure compliance with federal and state EEO/Title VII laws and regulations and MDOT’s Equal Employment Opportunity Program.
  • Review and approve reasonable accommodation requests under the American Disabilities Act through an interactive conversation.
  • Oversee the training and education of employees responsible for ensuring equal employment opportunity.
  • Process and investigate complex complaints of discrimination pursuant to State and Federal regulations.
  • Develop diversity recognition programs.
  • Perform other duties as assigned under the direction of the EEO Manager.
