Environmental Design Manager

Ferrovial•Nashville, TN

About The Position

The Environmental Design Compliance Manager is a mid-level environmental professional who supports the Environmental Compliance Director in delivering the Project’s environmental program, with a primary focus on design. The role ensures design packages comply with Environmental Approvals, Environmental Commitments, permit conditions, and Technical Requirements. It works with design teams to avoid, minimize, and optimize environmental impacts, including impacts involving noise barriers and Waters of the U.S. (wetlands and streams). The position links the environmental team and design disciplines, bridging overall compliance leadership and field-level erosion and sediment control responsibilities. After design and the main environmental permits are obtained and the Project enters construction, the position joins the construction-phase Environmental Team. It supports field compliance and helps keep design changes and permits aligned during construction. The role is primarily office-based during design, with periodic field visits, and requires regular field presence at active work sites during construction.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Civil Engineering, Biology, or a related field.
  • Three to five years of experience in environmental compliance, permitting, or environmental design review for highway, transportation, or heavy civil infrastructure projects.
  • Experience reviewing design plans and coordinating with design disciplines such as roadway, drainage, structures, and noise walls.
  • Working knowledge of NEPA; Clean Water Act Sections 401, 402, and 404; Section 106; Section 7 of the Endangered Species Act; NPDES stormwater requirements; and FHWA/TDOT noise policy.
  • Ability to read and interpret design plans, GIS data, and environmental documents, and to quantify environmental impacts.
  • Proficiency in Microsoft Office, SharePoint, and GIS tools such as ArcGIS or similar.
  • Strong written and verbal communication, organization, and teamwork skills, with the ability to manage multiple design submittals and deadlines.
  • Ability to walk on uneven terrain and work outdoors in varying weather conditions during construction-phase site visits and field work.

Nice To Haves

  • Master’s degree.
  • Experience on Design-Build or P3 projects.
  • Experience with NEPA documentation or re-evaluations, Section 404/401 permitting, wetland and stream impact assessment, or traffic noise analysis using TNM.
  • Familiarity with MicroStation and TNM.
  • Tennessee EPSC Level 1 certification, or ability to obtain it within six months; Level 2 certification is a plus.
  • Wetland delineation training, Professional Wetland Scientist (PWS) in training, CPESC, or equivalent environmental certifications.
  • OSHA 10-Hour Construction Safety certification; OSHA 30-Hour is preferred for the construction phase.

Responsibilities

  • Support the Environmental Compliance Director in directing the Project’s environmental program, including preparing, implementing, and updating the Environmental Protection Plan (EPP) and tracking Environmental Commitments.
  • Prepare and review TDOT submittals supporting re-evaluations, amendments, and supplements to Environmental Approvals, including Re-evaluation Support Packages and technical report addenda inputs.
  • Prepare environmental permit applications and modifications, including USACE Section 404, TDEC ARAP/401, NPDES Construction Stormwater NOI, and other Developer-led approvals; track review periods and permit conditions.
  • Provide environmental inputs and durations for the Project Baseline Schedule and help identify permitting and approval risks that could affect design submittals or construction.
  • Support coordination with TDOT, FHWA, and Governmental Entities and help resolve environmental Nonconforming Work, Noncompliance Events, and corrective actions.
  • Review Base Design, Definitive Design, and RFC submittals across disciplines for compliance with Environmental Approvals, Environmental Commitments, permit conditions, the NEPA Base Configuration, applicable Environmental Laws, and Project Standards.
  • Monitor and document changes in environmental resource impacts caused by design development, ATCs, construction means and methods, or ROW changes, and maintain TR Attachment 7-4 (Environmental Resources and Impacts).
  • Identify design changes that could trigger new or modified Environmental Approvals, re-evaluation, or additional consultation, and communicate them promptly to the Environmental Compliance Director and design team.
  • Maintain the environmental design review log, comment resolution records, and traceability of environmental requirements in design packages.
  • Work with the design team to avoid and minimize impacts to WOTUS, wetlands, streams, stream buffers, karst features, protected species habitat, cultural resources, and other sensitive areas; quantify impacts and mitigation needs.
  • Support noise-barrier optimization, including review of Traffic Noise Model (TNM) inputs and results and preparation of Noise Barrier Change Memoranda, while maintaining benefited receivers and TDOT Noise Policy requirements.
  • Identify opportunities to reduce environmental quantities, mitigation credits, permitting effort, and schedule risk; prepare technical justifications for the Environmental Compliance Director and design management.
  • Review environmental quantities and measures in design packages for accuracy and completeness.
  • Participate in multidisciplinary design meetings, over-the-shoulder reviews, and environmental workshops to provide environmental direction.
  • Support environmental screening for construction support activities and investigations, such as geotechnical borings, access routes, and staging areas, and define required permits and limitations.
  • Coordinate with the TDEC Level 2 Specialist and field environmental staff to ensure EPSC and stormwater design requirements are constructible and carried into construction.
  • Prepare environmental reports, technical memoranda, training materials, and records in accordance with document control procedures and TR Section 2 (Project Management).
  • During construction, support implementation and monitoring of Environmental Commitments, permit conditions, and EPP requirements in the field, including site inspections and compliance documentation.
  • Review field changes, RFIs, design revisions, and construction means and methods for environmental compliance, and prepare required permit modifications, notifications, or re-evaluation inputs.
  • Support the TDEC Level 2 Specialist and environmental inspectors with EPSC/SWPPP compliance, corrective actions, and Notices of Violation or Noncompliance Events.
  • Track and report environmental commitment status and impacts through construction and closeout, including as-built documentation and permit closeout such as NOT.
  • Provide environmental training and toolbox talks to construction crews and subcontractors as required.
