About The Position

The Enterprise Business Continuity Program Manager develops, maintains, and continuously improves the organization’s Business Continuity and Disaster Recovery Program, serving as its primary coordinator and advisor for business continuity, departmental downtime planning, operational resilience, and disaster recovery readiness. The role works closely with executive, clinical, business, operational, and technical leaders to keep continuity plans, procedures, recovery resources, and contact information accurate and usable. The position facilitates Business Impact Analyses and planning sessions; maintains inventories of critical applications, systems, medical devices, vendors, facilities, and services; and coordinates disaster recovery testing and continuity exercises. It documents outcomes, leads after-action reviews, tracks corrective actions, maintains controlled program records and secure offline resources, and delivers preparedness awareness and training. The role also communicates program readiness and supports accreditation, regulatory, audit, and compliance activities related to continuity and recovery.

Requirements

Bachelor’s degree in Business Administration, Emergency Management, Healthcare Administration, Information Technology, Cybersecurity, Public Administration, Risk Management, or a related field; an appropriate combination of education and relevant experience may be considered.
Five or more years of experience in business continuity, disaster recovery, emergency preparedness, healthcare operations, operational resilience, risk management, cybersecurity, information technology, or a related discipline.
Experience developing and maintaining business continuity plans, departmental downtime procedures, disaster recovery plans, or emergency preparedness programs.
Experience facilitating Business Impact Analyses, operational risk assessments, disaster recovery tests, tabletop exercises, drills, or recovery validation activities.
Demonstrated ability to establish credibility and maintain productive working relationships with executive leadership, vice presidents, physicians, nursing leadership, clinical directors, business directors, managers, and operational staff.
Ability to navigate complex healthcare operations and facilitate planning discussions with leaders responsible for Nursing, Ambulatory Care, Pharmacy, Laboratory, Radiology, Surgical Services, Rehabilitation Services, and other critical functions.
Strong facilitation, interviewing, consulting, program management, organizational assessment, communication, presentation, and relationship management skills.
Ability to identify critical business functions, supporting systems, operational dependencies, recovery priorities, and downtime workarounds through structured stakeholder engagement.
Ability to influence organizational priorities, establish accountability, resolve competing priorities, and drive preparedness initiatives without direct reporting authority.
Ability to translate technical recovery concepts into clinical and business operational impacts and communicate effectively with technical and non-technical audiences.
Exceptional organizational, documentation management, and follow-through skills, including the ability to manage multiple concurrent initiatives across departments.

Nice To Haves

Healthcare experience is strongly preferred.
Preferred certifications include CBCP, CBCI, MBCP, PMP, CRISC, or comparable business continuity, resilience, project management, or risk credentials.

Responsibilities

Develop, maintain, and improve the enterprise Business Continuity and Disaster Recovery Program, including standards, methodologies, templates, review cycles, and documentation.
Serve as the primary organizational coordinator and advisor for business continuity, departmental downtime planning, operational resilience, and disaster recovery readiness.
Build and maintain working relationships with executive leadership and leaders across clinical and business functions.
Partner with leaders to create, review, maintain, and update departmental downtime plans, physical binders, continuity and recovery procedures, staffing assumptions, operational dependencies, and emergency contacts.
Facilitate Business Impact Analyses and planning sessions to identify critical functions, acceptable downtime tolerances, manual workarounds, recovery priorities, and operational dependencies.
Maintain an enterprise inventory of critical applications, technology systems, medical devices, vendors, facilities, and services supporting departmental operations.
Coordinate with Information Technology, Cybersecurity, Information Systems, Telecommunications, Facilities, and other stakeholders to align disaster recovery capabilities with operational recovery requirements.
Develop an annual disaster recovery testing schedule and coordinate, plan, and document tests for critical systems and services.
Document disaster recovery test scope, participants, outcomes, recovery metrics, issues, observations, and lessons learned.
Track corrective actions and improvement initiatives arising from tests, exercises, planned downtime events, and actual disruptions through completion.
Design, coordinate, facilitate, and document tabletop exercises for downtime, cyber incidents, technology outages, facility disruptions, and other continuity scenarios.
Lead after-action reviews assessing operational readiness, communication, escalation, decision-making, recovery performance, and improvement opportunities.
Maintain the enterprise repository of continuity plans, downtime procedures, testing records, exercise documentation, improvement plans, and recovery resources.
Establish document control, version management, and recurring review processes for departmental downtime plans and physical downtime binders.
Maintain and periodically validate enterprise downtime contact information for critical stakeholders.
Maintain secure offline copies of critical continuity documentation, procedures, recovery plans, contact lists, and supporting resources for use when electronic systems are unavailable.
Periodically validate the accessibility, completeness, security, and usability of offline continuity resources and coordinate updates when organizational or operational changes occur.
Develop and deliver business continuity, downtime preparedness, and disaster recovery awareness and training for leaders and staff.
Communicate program readiness, testing outcomes, unresolved risks, corrective actions, and maturity improvements to departmental and executive leadership.
Support accreditation, regulatory, audit, and compliance activities related to business continuity, downtime preparedness, emergency preparedness, operational resilience, and disaster recovery.
Follow all Scottish Rite for Children policies, procedures, standards, and guidelines.
