About The Position

This position is open to U.S. Citizens and permanent residents. This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. The Enterprise Application Maintenance Team Lead is responsible for the strategic leadership, technical oversight, and operational governance of enterprise application maintenance services supporting mission-critical applications within IT Social Services Applications (IT-SSA). This position ensures the availability, stability, security, performance, and continuous improvement of enterprise applications that support critical Health and Human Services programs. The position leads a team responsible for production support, application maintenance, defect resolution, enhancement implementation, release coordination, and operational readiness across the Eligibility Supporting Technologies application portfolio. The Team Lead establishes operational standards, promotes ITIL and DevOps best practices, monitors service levels, and drives continuous improvement initiatives that improve application reliability, customer satisfaction, and operational efficiency. The Enterprise Application Maintenance Team Lead collaborates closely with business stakeholders, application development teams, quality assurance, infrastructure, cybersecurity, database administration, cloud services, and vendors to ensure enterprise applications remain secure, resilient, scalable, and aligned with agency strategic objectives.

Requirements

  • Comprehensive knowledge of enterprise application maintenance, production support, and application lifecycle management.
  • Strong understanding of ITIL Incident, Problem, Change, Release, and Service Request Management.
  • Knowledge of Agile, Scrum, DevOps, and CI/CD practices.
  • Skilled in supporting Java/.NET/web-based enterprise applications and APIs.
  • Knowledge of cloud-hosted enterprise applications (AWS/Azure).
  • Skilled in using application monitoring tools such as Dynatrace, Splunk, AppDynamics, or similar.
  • Knowledge of enterprise databases, middleware, integrations, and web services.
  • Ability to perform root cause analysis and implement permanent corrective actions.
  • Strong customer service and stakeholder management skills.
  • Skilled in leading technical teams and coordinating cross-functional activities.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple competing priorities while ensuring production stability.
  • Minimum of five (5) years of experience in enterprise application support, batch processing, workload automation, or production operations.
  • Minimum of three (3) years of experience in a lead, senior, or technical oversight role supporting mission critical systems.
  • Experience with enterprise application maintenance, incident management, change management, release management, and production support.

Nice To Haves

  • A degree from an accredited college or university with major course work in computer science, computer information systems, or engineering is preferred. At least 10 years of experience leading IT teams in lieu of education would be acceptable.
  • Experience supporting large-scale, mission-critical enterprise applications preferred.
  • Experience working in Agile and DevOps environments is preferred.

Responsibilities

  • Lead the operational support, maintenance, and continuous improvement of enterprise applications supporting mission-critical business functions. Ensure production stability through proactive monitoring, incident response, service restoration, problem management, and operational governance while maintaining established service level agreements.
  • Provide technical leadership for application maintenance activities including defect resolution, minor enhancements, root cause analysis, release planning, change management, and production deployments. Ensure solutions comply with enterprise architecture, security, and software development standards.
  • Lead and mentor application maintenance professionals by assigning work, providing coaching, monitoring performance, promoting knowledge sharing, and encouraging continuous improvement. Foster a customer-focused culture emphasizing operational excellence and service delivery.
  • Identify opportunities to improve application reliability, operational efficiency, and customer satisfaction through automation, process optimization, modernization initiatives, and implementation of ITIL and DevOps best practices.
  • Partner with business stakeholders, development teams, cybersecurity, infrastructure, database administration, cloud services, and vendors to coordinate releases, resolve complex production issues, ensure regulatory compliance, and support agency technology initiatives.
