About The Position

The City of San Antonio is looking to fill multiple engineering positions. Applications from this posting may be used to fill current and future vacancies. Under general supervision, is responsible for performing engineering work championing major City projects and initiatives, and responding to requests from residents and City leadership. Working conditions are primarily in an office environment, though working in the field may be required. May exercise direct functional and technical supervision over assigned staff. This advertisement will be used to fill any of the following Engineer positions Engineering Associate: $59,000.24 - $87,207.12 Annually Senior Engineering Associate: $64,097.02 - $96,145.66 Annually Engineer I: $85,896.20 - $128,844.30 Annually Traffic Engineer: $99,435.70 - $149,153.68 Annually Some of the available positions are "unclassified" positions and have no disciplinary appeal rights to the Municipal Civil Service Commission. Unclassified positions are likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

Bachelor's Degree in an engineering field from an accredited college, university, or engineering school approved by a State Board of Registration for Professional Engineers and no experience.
No substitution for education allowed.
Valid Class "C" Texas Driver's License.
Bachelor's Degree in Engineering from an accredited college, university or engineering school approved by a State Board of Registration for Professional Engineers.
One (1) year of engineering experience.
Engineer-in-Training (EIT) certification in the State of Texas OR Engineer-in-Training (EIT) certification from another state with the ability to obtain an EIT Certification in the State of Texas within 6 months of employment.
Four (4) years' experience in engineering.
Licensed Professional Engineer (P.E.) in the State of Texas OR Licensed Professional Engineer (P.E.) from another state with the ability to obtain a P.E. license in the State of Texas within 6 months of employment.
Six (6) years of experience in traffic engineering which includes at least two (2) years as a registered Professional Engineer administering municipal engineering projects
Licensed to practice engineering in the State of Texas as a Professional Engineer.
Knowledge of engineering principles and practices.
Knowledge of engineering mathematics.
Knowledge of surveying and drafting principles and practices.
Ability to operate a computer keyboard and other basic office equipment.
Skill in operating a personal computer and utilizing rudimentary software.
Ability to learn Federal and State regulations and City ordinances related to the area assigned.
Ability to determine types of field data needed as basis for satisfactory design and develop complete construction plans.
Ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public.
Ability to communicate clearly and effectively.
Ability to interpret and properly apply all applicable regulations.
Ability to perform engineering calculations.

Responsibilities

Performs the necessary preliminary work for the design and construction of public works projects.
Directs subordinate personnel in the performance of all preparatory work (depending on area of assignment).
Revises project plans and specifications and legal requirements.
Inspects construction in progress for conformance with plans and specifications and makes adjustments when necessary.
Prepares cost estimates and monitors budgets on assigned projects.
Responsible for creating design specifications for various public works projects.
Performs detailed engineering calculations.
Prepares analysis reports of assigned engineering projects.
Performs site assessments and environmental assessments as needed.
Conducts public meetings and various public relations tasks which may include media briefings.
Supervises assigned staff in the day-to-day operations and directs project staff as needed.
Supervises professional, technical, and other employees in the development, design, construction, and maintenance of principal public works projects.
Reviews design plans, project specifications, and cost estimates; attends review meetings; and identifies and solves design problems.
Approves plans and specifications for construction contracts.
Requests and evaluates consultant fee proposals; monitors and approves compensation for professional engineering services.
Upgrades new installations involving traffic signs, pavement markings, traffic signals, and traffic counting.
Reviews bid packages prepared by consultants.
Provides traffic and transportation engineering services to develop the City's overall traffic and transportation plan.
Applies technical expertise to the development, design, construction, and maintenance of projects relating to traffic and transportation engineering services.
Reviews design plans, project specifications, and cost estimates in relations to traffic control; attends review meetings; and identifies and solves traffic and transportation design problems.
Coordinates with other city departments in reviewing the transportation related elements of engineering plans for correctness and compliance to policies, ordinances and procedures of the city, state, and federal government.
Develop and implement programs to increase pedestrian, bicycle, and transit safety and mobility.
Prepares information and responses to City Council or general public questions and/or concerns relating to traffic operations, traffic signals, traffic calming, and roadway safety.
Requests and evaluates proposals from consultants, monitors and approves compensation for professional traffic and transportation engineering services, and ensures compliance with project contracted services.
Develop, modify, and implement signal timing plans and traffic signal controller parameters.
Leads the installation of upgrades to traffic signs, pavement markings, traffic signals, and traffic counting.
Coordinates with other divisions, departments, or municipal agencies on projects under design.
Meets with consultants on various projects to discuss designs and design problems.
May respond to citizen inquiries and complaints regarding assigned projects.
May provide technical assistance to other divisions and departments.
May assist with budget preparation for responsible division.
May attend pre-bid conferences; analyzes bid results; and makes recommendations on accepting/rejecting bids.
Performs related duties and fulfills responsibilities as required.
