About The Position

The Town of Whitby is a community in transformation, located in the heart of Durham Region. As a hybrid organization, staff are empowered to do their best work from various locations. This role reports to the Project Manager - Sustainability & Climate Change and works collaboratively with internal and external stakeholders to implement the Zero Carbon Whitby Plan. The goal is to reduce GHG emissions, energy consumption, and utility/fuel costs across all operations, with a primary focus on corporate energy management and emissions reduction initiatives.

Requirements

  • A post-secondary technology diploma or engineering degree specializing in Electrical Engineering, Mechanical Engineering, Energy, Environment, Building Environmental Science, or a related discipline.
  • A professional designation or progress toward one, such as a Certified Engineering Technologist (CET), Certified Energy Manager (CEM), Certified Energy Auditor (CEA), Certified Measurement and Verification Professional (CMVP), a licensed professional engineer (P.Eng.), or Energy Manager in Training (EMIT) to be completed within the 2 years of employment start date.
  • A minimum of three (3) years of relevant experience with focus in energy management, climate mitigation, mechanical or electrical systems, and familiarity with working in a public-sector or institutional environment.
  • Good understanding of specifications that govern the installation and operation of mechanical and electrical equipment, including ASHRAE and the Ontario Building Code.
  • Demonstrated working knowledge of energy management and modelling software, including RETScreen, Energy Star Portfolio Manager, EnergyCAP and utility or sub-metering platforms.
  • Demonstrated applied knowledge of information systems, including a working level proficiency of MS Office (Outlook, Word, Excel, PowerPoint).

Responsibilities

  • Tracking, analyzing the Town’s greenhouse gas emissions, energy and fuel consumption in accordance with ANSI/ASHRAE Standard 228-2023.
  • Developing and maintaining the Town’s RetScreen, Energy Star Portfolio Manager, Circuit Meter, and ChargePoint profiles.
  • Preparing and submitting data in compliance with O. Reg. 507/18 (Broader Public Sector Energy and GHG Reporting) and other corporate disclosure requirements (e.g., CDP where applicable).
  • Monitoring, modelling and providing recommendations for behaviour and business process improvements.
  • Reviewing project specifications and technical documentation for reducing greenhouse gas emissions and energy consumption.
  • Providing support for capital project improvements and budgeting processes, including business case development, forecasting, and GHG emissions measurement and verification support.
  • Leading and coordinating utility incentive applications.
  • Chairing the Corporate Energy Team and support staff in order to optimize the use of utilities and promote energy conservation.
  • Implementing an internal Energy Conservation Challenge to foster staff engagement, raise awareness of energy use, and promote collaborative action toward corporate emissions-reduction goals.
  • Partnering with external organizations and utility companies to research, implement and monitor energy optimization initiatives.
  • Supporting implementation, and reporting for the Zero Carbon Whitby Plan and the Energy Conservation and Demand Management Plan, and supporting implementation of the Climate Emergency Response Plan.
  • Leading monitoring and reporting of the Town's corporate EV charging infrastructure.
  • Participating in annual budget planning, including forecasting the Town's annual carbon budget and providing guidance on the Zero Carbon Whitby Revolving Fund.
  • Supporting corporate-focused environmental engagement, training, and internal communications related to energy and emissions initiatives.
  • Other duties as assigned.
