Requirements

  • Prehospital care knowledge of how to treat a critically injured or ill patient.
  • Knowledge of the operations of an EMS provider or EMS education program.
  • Knowledge of agency administrative rules, regulations, policies and procedures.
  • Knowledge of modern office practices and administrative procedures.
  • Skill in relating complex information verbally and in writing.
  • Skill in the use of current computer systems and Microsoft products to include Word, Excel and Power Point, internet, Teams, and email.
  • Skill in composing and editing written correspondence, memorandums, reports, and forms using Microsoft Word or equivalent word processing software.
  • Ability in providing customer service.
  • Ability to accurately interpret public health laws, rules, regulations, policies, and procedures.
  • Ability to perform detailed tasks with a high degree of accuracy.
  • Ability to exercise good judgment in problem solving.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, and stakeholders.
  • Ability to gather information and prepare reports related to complaint investigations.

  • Must possess a valid Class C Texas driver’s license, or equivalent license from another state. Employee must meet and maintain an acceptable driving record that meets the standards developed by the Texas Department of Public Safety (DPS) and DSHS policies to operate vehicles.
  • Must possess a current Texas or National certification or license as an emergency medical services personnel; minimum Emergency Medical Technician (EMT) level.

  • Experience in EMS operations or EMS Initial Education program.

Responsibilities

  • Investigate complaints relating to EMS licensees, certificant holders. Develop and carry out investigative plans, prepare detailed reports, and make recommendations for action to the Compliance Review Committee. Complete complaint summaries within required timelines and in accordance with Program Guidelines and Work Plans. Testify as expert EMS witness at related hearings and informal conferences as requested. (30%)
  • Follow program guidelines for all EMS activities. Ensuring entry in EMS database and inspection documents is timely and error free.
  • Coordinate, approve, monitor, and audit EMS education/training and certification activities in compliance with the EMS Act and rules and policy adopted there under. As assigned, will participate in advisory councils, and assist in development of program goals, objectives, and evaluation activities. Review, evaluate and approve course applications. Prepare written reports within specified timelines and in accordance with program guidelines and work plans. (15%)
  • Coordinate and provide license survey activities to comply with the EMS Act, rules and policy adopted there under. Perform regular inspections associated with licensing survey requirements. Evaluate and process license application packets and related data for compliance with the EMS Act. (15%)
  • Assist with public relations activities as requested including appearances at public hearings, open forums, commissioner’s court, city councils, etc. as an EMS subject matter expert. With leadership and guidance from the Manager will serve as a liaison and coordinate with other State EMS/Trauma System offices, local RAC and other EMS entities. Research, interpret and disseminate standards, policies, rules, and definitions pertaining to EMS stakeholders. (15%)
  • Uses computer for inputting and retrieving data and word processing to include Microsoft products, Word, Excel, Teams, and Power Point. Follow program guidelines for all EMS activities. Ensures entry in EMS database and inspection documents is timely and error free. (15%)
  • Other duties as assigned to include disaster response activities. This position may serve in the DSHS or EMS Multi-Agency Coordination Center, State Operations Center, regional and/or local operations centers, joint field offices, Disaster District operations centers, or to be deployed to an affected area of the state during the response to and/or recovery from an all-hazard event. This position may on an as-needed basis, assist with a response and/or recovery effort because of their subject matter expertise and/or experience; or assist with maintaining continuity of operations. (10%)
